  • An anti-imperialist feminist appeal for Climate Justice from a Filipina-German activist

An anti-imperialist feminist appeal for Climate Justice from a Filipina-German activist

    Karin Louise
Filipino-German academic activist | Indigenous Rights, Climate Justice & Aloha ‘Āina | M.A. in Pacific Islands Studies | PhD Candidate in American Studies | International Relations Officer of Gabriela Germany.

With every passing year that countries and transnational corporations put economic profits over people, we move one step closer to our worst-case climate catastrophes of 4 to 8 degrees of global warming with fast melting ice-caps and rising sea-levels. Here in Germany where I’m currently based, we already tangibly experienced extended heatwaves causing drought and forest fires last summer. Elsewhere there are stronger natural disasters like supertyphoons, and snow storms from polar vortexes become common occurrences as well.

Climate change impacts women and members of other vulnerable and structurally-disadvantaged communities like Indigenous Peoples more severely as they may have less access to resources. Oftentimes women are the ones in charge of the household, child-rearing, and care-giving of elders. And in the Philippines they are also sometimes the main breadwinners in a family, because this female care labour force is outsourced as domestic work elsewhere.

Poverty and corruption in the Philippines from centuries of Spanish and American colonialism burden the livelihood of much of the population enough. Now climate change with its strengthening natural disasters mean that in the case of devastation, women find themselves in scenarios of not only struggling to find shelter, food, and clean drinking-water, but also desperate to evade the higher risk of sexual violence during a state of emergency.

Indigenous Peoples in particular are at the frontlines of climate action in the Global South, yet also in the Global North, where this January Canadian Prime Minister Trudeau was violently evicting activists/protectors from the Wet’suwet’en Nation from their land in the way of the TransMountain oil pipeline. And I have spoken here in Berlin against the North Dakota Access Pipeline at rallies before, too. In many of these movements, it’s the women who are leading the resistance to protect Mother Earth.

While Brazil and the Philippines are under strongman leadership by macho-fascists, they are also the countries with the highest and second-highest rate of murders to environmental defenders in the last years. The United Nations Special Rapporteur on the Rights of Indigenous Peoples, Victoria Tauli-Corpuz (Kankana-ey-Igorot), and several other Indigenous Filipinas are women who have found themselves placed on national terrorist lists: as enemies of the state for protecting their land from environmental destruction.

When agribusinesses enforce land-grabbing, environmental defenders in their way literally risk their lives. After a deadly landslide in the Philippines causing over 60 deaths, a local woman asked the President about shutting down the quarry that was likely to have caused it. She then went into hiding for having openly criticized him and called attention to herself. Mining corporations bring a lot of male aggression into regions were women and children become the targets of violence, trafficking, and prostitution. If not outright murder, as is the case in North America’s Missing and Murdered Indigenous Women (#MMIW).

In November of 2013, Supertyphoon Haiyan ravaged the islands of Samar and Leyte in the Philippines, to date with more than 6000 human fatalities and 1000 still missing. Warming oceans caused a stronger typhoon than the typical ones that hit the region during typhoon season. The seawater rose in the low-pressure system of the eye of the typhoon and caused a storm surge that the population hadn’t been warned about or prepared for.

This storm surge was well over 2 storeys high rolling across infrastructure, including the city of Tacloban where my uncle, aunt, and cousin live. They were presumed to be among the dead in the hardest-hit area, the peninsula the city’s airport was on, cut off from any communication. But they were found after 3 days, when another relative connected to the military had made his way there from a neighbouring province. The reason I mention the storm surge is also because women in the Philippines are discouraged from learning how to swim. They don’t even stand a chance to survive sudden-onset flooding in an archipelago of over 7100 islands.

The same racist forces of American colonialism and neocolonialism the Philippines has been under since 1898, are why Flint still doesn’t have clean drinking-water, why Puerto Rico is still rebuilding after Hurricane Maria while many residents have migrated to the U.S. continent. Colonialism is why the U.S. Commonwealth of the Northern Marianas, within the path of the same typhoons that regularly hit the Philippines, still has residents living in shelters and tents after Typhoon Mangkhut and Supertyphoon Yutu destroyed their homes in September and October.

While some governments and their politicians are still denying climate change as man-made, a handful of global corporations are responsible for causing the major part of carbon emissions that led to this climate catastrophe and the masses of plastic pollution that cannot simply be shipped out of sight (and out of mind) any longer.

Climate justice calls for not only funding poorer nations and communities already impacted by climate change towards adaptation, but also for an implementation of just transition and compensations for loss and damage. This means that moving away from fossil fuels cannot come with unjust consequences for a labour force impacted by this energy transition, or with false solutions that don’t consider the consequences in the long-run. False imperialist solutions can take away more Indigenous lands for palm oil plantations or even promote nuclear energy as a safe alternative to fossil fuels, when colonization is the only reason that the storage of nuclear waste is not considered in these plans, as it’s merely disposed of near marginalized communities.

It’s affecting us all globally, but at a different speed and intensity. Postponing a collective system change of the capitalist system of profit and growth over human dignity is still seen as a worthwhile gamble in the global North, when others are already losing their homes, livelihoods, and lives in the global South and on Indigenous territory to an insatiable imperialist greed.

  • ON THE UNFAVORABLE OUTCOME AND LOW TURNOUT OF OAV IN EUROPE

ON THE UNFAVORABLE OUTCOME AND LOW TURNOUT OF OAV IN EUROPE

    Press Statement
    15 May 2019

Philippine midterm elections have closed and the Commission on Elections (COMELEC) announced the voting to have been “generally successful, ” contrary to the Overseas Absentee Voting in Europe, which ended with wide criticisms and low turnouts.

In a press statement dated April 3, 2019, Migrante Europe strongly protested the postal voting adopted by embassies and consulates, as it may result to disenfranchisement and non-participation of thousands of registered voters in Europe.

Poll watchers during the Canvassing in London, UK

According to Garry Martinez, a migrant advocate in the United Kingdom, only 8, 175 or 25.19% were able to vote in the elections out of 32,443 registered overseas absentee voters. Delayed delivery of ballots by posts was documented and many OFWs who went to embassies to claim their voter’s kit were disappointed because their ballots were already sent by post.

    Election in Rome, Italy

In Italy, only 13,006 were able to vote out of 62,920 registered voters. Rhodney Pasion, Electoral Campaign Coordinator of Migrante Europe documented cases of newly-registered OAVs who were not included in the master list of voters in the Philippine Embassy and Consulate. The voters who filed and requested to change addresses and residences were not updated in the COMELEC master lists.

Feeding of ballots in Rome, Italy

Limited space of polling places which are not conducive for OAV was also documented. Satellite precincts were not available that would have helped to encourage more voters.

    The Netherlands poll watchers

In The Netherlands, 603 ballots cast, out of 2,360 registered absentee voters, while in France, 1,609 voted, from 4932 registered electors.

    Canvassing in Brussels, Belgium

In Belgium, out of 2,210 registered voters, 1,111 or 50% cast their votes. The 650 voters cast their votes in Austria, out of 1,951 registered voters.

Did the COMELEC and the Duterte government properly prepared for the OAV? Why should migrants be made to pay for the postal stamps for their returned ballots? Lack of budget? Were they sincere to include OFWs in the midterm elections?

Noticeable also was the low percentage of registered absentee voters in countries with a bigger concentration of OFWs and with more than 700,000 Filipinos in Europe considered as bonafide voters. Migrante chapters criticized the COMELEC and embassies for failing to disseminate systematically the necessary information prior to the Registration of Overseas Absentee Voting.

    On Election results

As the Midterm Elections closed, and the “winners” officially declared in the coming days, Migrante chapters in Europe have expressed grave concern that Duterte’s allies are most likely to “win” seats in the Senate and Congress. Several of them have records or have been accused and convicted of plunder and corruption, and have condoned Duterte’s crimes against the people.

Migrante Europe and its chapters and members in the region will continue its advocacy to defend and promote migrants rights, to be at the forefront in the fight for truth and justice, and remain steadfast and determined to resist a brutal, corrupt, anti-peace and plunderous administration.###

  • Women Rage, Rise and Fight!

    Women Rage, Rise and Fight!

    Press Statement
    Migrante Europe IWD 2019
    March 8, 2019

Today, hundreds of thousands of women from the grassroots, of different races and backgrounds will lead the march, their shouts are even more powerful and they become multitudes in number, the streets and plazas will be blanketed by their rages, they are fed up of social inequality, chauvinism and misogyny and their fight continues.

In the Philippines, every day is a sad story for women: governed by a tyrant and fascist President, the overwhelming majority suffer unimaginable poverty, they are made vulnerable to abuse and exploitation, and they are being attacked and killed. President Duterte’s war on drugs is a nightmare to everyone. The death toll has risen to more than 23,000 and the number of victims continues to escalate. Grieving wives & mothers have become a daily scene in the news, on the tabloids, television and the social networks.

To add insult to injury, Duterte’s “war on terror” is a “war on the poor people.” During the Marawi siege in 2017, resulted to casualties of more than 1,000 people, whilst displacing more than 200,000, majority of whom were women and children. The city in Southern Philippines was totally devastated, including homes and livelihoods of the people. The said conflict has been used as an excuse to declare and extend martial rule in the whole island of Mindanao. The prolongation of Martial Law in Mindanao will mean more abuses, tortures, mass arrests, and extrajudicial killings.

For almost three years of Duterte in power, the Philippines economy has become much worse. Neoliberal policies have maintained if not expanded – leaving the country stunted and underdeveloped, import-dependent and export-oriented, subservient and dominated by foreign capitalists, in particular, the US, and now China. A case in point is the The Tax Reform for Acceleration and Inclusion or TRAIN Law – a regressive and anti-poor legislation that will further push people to extreme poverty to the tune of 21.9 million Filipinos. This utter desperation has resulted to the daily deployment of 5,460 OFWs as cheap and docile labour to the global market (IBON FOUNDATION, Jan. 2019).

Exploitation and discrimination experienced by Filipino migrant women.

Filipinos in Europe, particularly women are vulnerable to exploitation, discrimination, and abuse. Many of them are especially exposed to violent and insecure working conditions as exemplified by myriad of cases of sexual abuse and physical injuries that have been reported to Migrante Europe and member organizations in the region.

Migrante and Gabriela Chapters in Europe have been handling increasing number of cases of battered women and recently, sex slavery.

Many Filipinos work as domestic helpers and caregivers, dubbed as the most “in demand” (read: dirtiest) jobs in many countries in Europe. Cases of long hours of work, low wages and unpaid benefits and constant maltreatment have been documented by migrant advocacy groups.

Women events and collective action for March 8.

In Rome, the Gabriela Rome Chapter and friends danced the 1 Billion Rising “Ang Bangon na sa Rebolusyon,” and “Break the Chain” in Sentro Filipino Catholic Chaplaincy last Sunday, 3rd March.

Today, In Brussels, Belgium, trade union members and workers’ advocates joined the “Women Strike on the Street.”

The Gabriela Germany joined the women march and mobilization in Berlin.

On March 17, the Women Committee of Migrants in Italy will once again gather in a cultural event to be participated by different migrant organizations in Rome including UMANGAT-Migrante and Gabriela Rome Chapter.

On the same day, Filipino women will rise and “speak up” in the most awaited launching of Gabriela London in the United Kingdom.

In these challenging times, where women issues are a global concern, it is an urgent call for every woman and for every Filipino to break the chains of silence, exploitation, and discrimination and collectively rage, rise and fight on all fronts until victory is achieved. ###

  • Persevere in Stopping President Duterte’s Utter Disregard for Human Rights!

Migrante Austria strongly condemns the increasingly despotic nature of the Duterte regime, manifested in the following:

Duterte vigorously carries out his brand of counter-insurgency program, Oplan Kapayapaan, which victimizes innocent and unarmed civilians, and members of progressive organizations.

The work of rights defenders and community leaders are criminalized and vilified.

Quite a number activists or persons targeted by the military and other state security forces are summarily excuted.

Many more are made to face non-bailable criminal charges that are commonly accompanied by acts of harassment, planting of evidence, perjured testimonies, among others.

The above observations were already noted as early as August 2018: “According to Human Rights Watch, Duterte and his War on Drugs has plunged the Philippines into its worst human rights crisis since the dictatorship years of the 1970s and 1980s.”https://borgenproject.org/human-rights-in-the-philippines/

And very recently, the International Federation for Human Rights (FIDH) and the World Organization Against Torture (OMCT) said in their statement that: ““President Duterte has demonstrated utter disregard for human rights and the rule of law by condoning, and even encouraging, extrajudicial killings and other serious human rights violations. This behavior has further reinforced the Philippines’ long-standing culture of impunity,” ” https://www.rappler.com/nation/224616-watchdogs-say-end-duterte-war-human-rights-defenders

The fate of two members of the Peace Talks panel who visited Vienna, Austria is a case in point: Ka Adel and Ka Randy. They were here in Vienna about 3 months apart for the Peace Fora jointly sponsored by the Philippine Embassy in Vienna and Migrante Austria.

Ka Adel and Ka Randy shed light on the objectives and status of the then on-going peace talks between the Philippine government and the National Democratic Front of the Philippines (NDFP) with particular emphasis on the Socio Economic Reform Agenda that seeks to: a) carry out agrarian reform and national industrialisation; b) advance the rights of exploited, oppressed, discriminated and disadvantaged sectors of society; c) uphold, protect, defend and promote economic sovereignty; and d) conserve the national patrimony and protect the environment.

Ka Adel spoke at the Peace Forum in October 2016. In October 2018, he was arrested for “trumped up” charges. He is an active NDFP peace negotiator, and is supposedly protected from arrest, surveillance and harassment under the GRP-NDFP Joint Agreement on Safety and Immunity Guarantees.

Ka Randy was here in January 2017 for the sequel of the Peace Forum. On January 30 of this year, he was shot dead while sleeping inside a bus in Northern Luzon. In his senior year, he was editor in chief of Ang Mangingisda, the official student publication of his college. As an NDFP peace consultant, Malayao is also a holder of a NDFP-GRP Joint Agreement on Safety and Immunity Guarantees identification card that should have given him immunity from arrest, harassment and attacks.

We urge all organizations to remain vigilant to expose and oppose the increasingly despotic nature of the Duterte regime, ie., violations against the people’s right to organize, right to assembly, and freedom of association, freedom of expression, among others.

Let us unite and continue our collective effort to stop President Duterte’s utter disregard for human rights and the rule of law by condoning, and even encouraging, extrajudicial killings and other serious human rights violations, thus end Philippines’ long-standing culture of impunity!

  • TUNAY NA PROTEKSYON, HINDI PANGONGOTONG !

TUNAY NA PROTEKSYON, HINDI PANGONGOTONG !

    UMANGAT-MIGRANTE ROME STATEMENT RELEASE

FREE LOIDA QUINDOY! GIVE LOIDA A CHANCE TO STAY!

    Press Statement
    03 February 2019

    Newscasters www.radiocittaaperta.it Rome Febuary’19

Migrante Europe strongly calls on the government of Japan to stop the deportation of Loida Quindoy.

Loida Quindoy is a 56 year old Filipino mother and grandmother facing involuntary deportation in Japan after the Ministry of Justice on October 11, 2018, canceled her provisional release. Her deportation was originally scheduled on October 18, 2018, was temporarily stopped after Migrante Japan and other groups protested in front of the Tokyo Regional Immigration Bureau on October 17.

Loida came to Japan in 1996 by virtue of her marriage to a Japanese national. She however, filed for divorce in 2000 because of her husband’s verbal and emotional abuse. As a result, Loida lost her 3-year long-term residence status.

For four years, Loida lived with a Filipino who at that time was an “overstay” or undocumented. In 2005, he got arrested and was deported to the Philippines.

In 2007, Loida decided to marry him in the Philippines and upon her return to Japan filed for his eligibility so that her husband can join her in Japan. She was unaware of new immigration policies and the bad immigration record of her husband: two counts of overstaying and used of assumed identity. By signing his application for eligibility however, Loida became a co-conspirator. In 2010, in spite of undertaking voluntary confession before the Tokyo Regional Immigration Bureau, her husband was detained and was deported to the Philippines in 2011.

    Migrante Bologna

Loida, on the other hand, was investigated and was found guilty of aiding her husband’s return to Japan in 2007. Her permanent resident status was revoked in 2012, which she obtained in 2009 because of hard work and fervently paying her tax dues.

Loida underwent deportation proceedings and was given a provisional release. Because she was not allowed to take the paid job by the court, Loida sustained herself only through the help of family and friends.

On October 11, 2018, Loida’s provisional release was canceled without warning and was immediately detained and a week later she was scheduled for deportation.

Loida is a victim of injustice; the decision of the Ministry of Justice to revoke her permanent residency was too harsh a punishment. And now being subjected to involuntary deportation is much worse.

    Justice for Loida Quindoy!
Reinstate the residence status of Loida Quindoy!
    No migrant is illegal!
