    WE’LL KEEP SERVING THE PEOPLE

    Migrante Europe, Gabriela-Europe, PCPR-Europe and other cause-oriented groups based in Europe have been organizing relief assistance campaigns for the thousand of families affected by Typhoon Rolly in the Bicol region and of the Typhoon Ulysses in Luzon; as a collective act of solidarity for fellow Filipinos. But recently, these groups being included in the list of ‘reg-tagged’ organizations from NTF-ELCAC are receiving negative reactions due to the black propaganda peddled by the NTF-ELCAC, military social media posts and even by the personal facebook account of Lorraine Marie T. Badoy herself.

    The damaging impacts by Typhoon Rolly and Typhoon Ulysses call for massive aid response from civil society organizations as counter to the glaring ineptness of the Duterte government on disaster response. There is no place for red-tagging in this season of disasters, instead our government must find ways to integrally address the plight of more than a million families displaced by the typhoons and flooding.

    Migrante Europe, Gabriela-Europe, PCPR-Europe and other Europe-based mass organizations are consistent with their social initiatives even during the height of the COVID-19 pandemic in Europe; providing food aid, and psycho-social assistance to migrant Filipinos affected during the lockdown in European cities.

    The Duterte government has no right to stop us from conducting our relief assistance to our fellow Filipinos in need of immediate help as they face homelessness and hunger brought about by the recent disasters.

    Likewise, we demand accountability from our national government for failing in disaster preparedness, tolerating projected damages on people’s lives in many events of natural calamities. The government response should be ‘beyond resilience’, our Filipino people have suffered long enough from the gross negligence of our government officials, from the President down to the local officials!

    The ancillary causes of the damaging impacts of the typhoons are ecological destruction of our forests and mountains areas (from mining and logging); the release of water from the dams; the absence of zoning policies; the clogging of our creeks and sewerage systems. Our government continues to fail us.

    But, we still commit to help our affected countrymen. We continue sending our contributions and assistance, even by the continued intimidation of the NTF-ELCAC. We will keep serving the people.

    We are urging our Congress then, to defund the NTF-ELCAC, that this government agency masquerading of helping our government is engaged in costly militarization of the rural communities and of character assassinations of party-list representatives, activists, church-people and local leaders. The agency’s Php 19-billion proposed budget should not be approved, but instead channel this budget for relief and rehabilitation.

    Collective Statement on the Red-Tagging of Filipino Activists in Europe

    We condemn the red-tagging of our activists: Bishop Antonio Ablon, IFI Chaplain in Europe, Marlon Lacsamana, Migrante – Europe (Secretary General), and Fatima Sarah Rico, Anakbayan-Europa.

    Our fellow activists have dedicated their lives in the service of Filipino migrant communities in Europe, as well as bringing Philippine concerns in Europe related to state-sanctioned killings and human rights violations in their home country.

    The deliberate red-tagging implies harassment on our activists while dedicating their lives in the nationalist struggle in their host country.

    The irony of the malicious red-tagging is, Rodrigo Duterte’s state-forces are bent on maximizing the Filipino taxpayers money in pursuit of imploring character and violent assassinations on dedicated activists and organizations, both in the Philippines and abroad. On top of this, the recent proposed budget worth Php 16.44 billion for National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) to be used in pseudo counter-insurgency program, yet tainted with violence and corruption.

    Our activists and people’s organizations in Europe remain resolute to pursue a consistent condemnation on the US-Duterte regime and the black propaganda machinery of the NTF-ELCAC.

    Press Release: STOP THE RED TAGGING

    The Office of the National Task Force to End the Local Communist Armed Conflict (NTF-ELCAC) recently released in social media posts (especially in Facebook) the names of organizations linking pro-people organizations to the Communist Party of the Philippines (CPP); fomenting threats and condemnations from among the online followers of the military and the Duterte government.

    The gross red-tagging of people’s organizations, partylist groups, and even of religious groups is a blatant disregard of basic democratic rights.

    These organizations are legal pro-people organizations; the partylist groups elected in Congress (Bayan Muna, Gabriela, ACT, Kabataan and Anakpawis) are all duly recognized by the Commission on Elections (COMELEC), each party represents a specific marginalized sector in the country, bringing pro-people concerns thru participation in Congress. And other organizations representing the media, students, indigenous people, migrants, environment, farm workers, urban poor, labor and others.

    The religious groups identified are the following: National Council of Churches in the Philippines, Iglesia Filipina Independiente (IFI), United Church of Christ in the Philippines (UCCP), Promotion of Church Peoples’ Response (PCPR). The tagged organizations are duly recognized faith groups doing spiritual and social ministry to Filipinos, with longstanding history for promoting social justice and defending human rights.

    Migrante International, an international organization of migrant Filipinos abroad (and a co-signatory of this call) is one those red-tagged in social media; we manifest our support to Migrante, aware that this organization will not be cowed by this recent malicious branding.

    Rodrigo Duterte and his war-freak police and military forces, in the name of National Task Force to End the Local Communist Armed Conflict (NTF-ELCAC), is using the dirty-old tactic of red-tagging.

    We are all aware that this recent red-tagging is stained with violence and malicious intent as it were in the past, consistently defaming the value of human rights and of our dedication to serve the poor. We want to remind the implementors and campaigners of this red-tagging scheme that we will pursue legal investigation and accountability for the threats, intimidations and violence done to the leaders, organizers and members of the named groups.

    We call our fellow Filipinos to never be deceived by the hopeless campaigns of the National Task Force to End the Local Communist Armed Conflict (NTF-ELCAC); be completely aware that the Department of National Defense, the Armed Forces of the Philippines and other sectors of the state forces are using peoples’ money for this media campaign enterprise; and be vigilant that our own government is sanctioning the killings and salvaging of our activists, organizers and members of peoples’ organizations.

    As the country faces the grim impacts of the pandemic, and as the Filipino people are suffering from the incapacities of government response; the military and their agents have still the nerve to instill violence and threats to organizations and individuals. Recently, Carlito ‘Karletz’ Badion, Secretary-General of Kalipunan ng Damayang Mahihirap (KADAMAY) was murdered by the state-forces in Ormoc, Leyte. As we condemn this vicious killing of our comrade, we offer our salute to ‘Ka Karletz’ for his selfless dedication and service to the urban poor.

    Our network of organizations in Europe condemn this malicious red-tagging of our allied organizations, fellow activists, and members of the red-tagged groups! We are not terrorists! The Duterte Government is! The AFP-PNP tandem is the one terrorizing our organizers and leaders in the communities, with threats and deaths! You are the terrorists in military clothing!
