    On this day, June 30, 2016 Rodrigo Roa Duterte swore to serve the Filipino people at all costs. But four years into his presidency, the Filipino people have not seen a more bloody administration than his.

    The Legend of Duterte

    Chapter 1: State-Fascism

    With over 30,000 killings under the War on Drugs; the Philippines being the second most dangerous country in the world to be environmental activists over 300 extrajudicial killings and 3,531 illegal arrests, the latest being the arrest of the Pride 20 on the day of the Pride Celebration itself.

    From 2018-2020, Pantaron Mountain Range alone has seen 84 bombings and 395 cannon shellings. About 57 Lumad schools have been closed and around 16,000 Lumad have been displaced.

    The Filipino people have not seen a more adrenaline junkie, trigger-happy Armed Forces of the Philippines and Philippine National Police. In fact, the armed forces are leading the fight against the COVID-19— mass arrests, sexual assaults and cold bloody killings are the unsurprising but alarming results.

    In the thick of the pandemic, he railroaded the Anti-Terror Bill but aims to further gag the critics and dissent!

    Duterte’s legacy is die-hard fascism!

    Chapter 2: Neoliberal Subversion

    Under his regime, the international debt of the Philippines ballooned up to $7-8 Trillion. He used the COVID-19 pandemic to continuously borrow money from the World Bank and other international loan sharks to further sustain his war play against his own people—whom he fondly calls terrorists. With all the listed foreign debt, many of the poor and the marginalized have yet to receive their one-time financial support.

    Duterte is anti-poor. He attacks the livelihood of the Filipino people by prohibiting them from making a living then shamelessly pronounces that Filipinos are lazy. He berates the poor by saying they should endure poverty as if the long years of living under semi-feudalism and semi-colonialism are not enduring poverty and hunger.

    He is keen to modernize the public transportation system in the country through the (traditional) jeepney phaseout and allowing the use of hand-me-down modernized vehicles from capitalist countries. Each jeepney will cost at least PHP2.2M. A regular jeepney driver earns at least 500 pesos a day! Now that Duterte prohibits them from making a living, the kings of the street are now paupers begging for alms.

    Duterte is a Marcos copy-cat who is implementing his own Build, Build, Build projects sponsored by the Chinese government. Often he announces that the Philippines needs China—for what? Lest we forget that he openly asked China to make us their province!

    On April 30, 2020, while the world was in chaos and sheer confusion brought about by COVID-19, the US provided a one-time $2 billion arms deal. He acquired 12 attack helicopters, over 200 hellfire missiles, 200+ Advanced Precision Kill Weapon Systems, machine guns, and rocket launchers. In May, he bought an aircraft launcher from Korea and another one will be delivered this December.

    On either side of the Islands, warships from the US and China are taunting each other into engaging in a very dangerous war that could severely damage the entire region. We have no one to blame but the lapdog that is Duterte.

    Duterte’s legacy is warmongering.

    The Filipino People Do Not Need Another Marcos

    The fear has subsided and anger has taken over the country. It is only a matter of time before the Filipino people will oust a dictator in the form of Duterte. He idolizes Marcos so much that it is not a surprise that he will suffer the same fate as his sham-icon—flushed down the drain of history as a dictator that has been overthrown by the Filipino people, a dictator whose attacks recruited many in the ranks of activists and revolutionaries.

    Duterte may have killed more than Marcos but Duterte is weaker and dumber than Marcos. He has not learned from the long history of the Filipino people who fought against the Spanish colonizers, Japanese and US imperialists, and who fought against a dictator. Revolution runs in the very veins of every Filipino. No pandemic or war machines will ever stop the fury that he himself has built.

    It is time that we take back the streets and drag this dictator out of Malacañang. Bye! Bye! Digong! This will be your last year!

    Tama na! Sobra na! Patalsikin na!

    Migrante Europe stages a protest to junk the Terror Bill

    Migrante Europe staged an online protest last June 6 to join the growing call to junk the draconian, undemocratic and repressive Terror Bill (called Anti-Terrorism Act 2020), broadcasted live at https://www.facebook.com/ENJPPHilippines/videos/393893558159296.

    The Bill was railroaded in both the Senate and the Congress and it has been transmitted to the Office of the President for signing. This bill when enacted into law will allow the government to arrest without warrant, and harass any group and individual labeled as terrorist.  

    Representatives from different member organizations of Migrante Europe delivered their statements during the protest. The speakers were Jun Saturay from Migrante Den Haag, Helen Rios from Gabriela UK, Edna from Anakbayan Europe, and Father Aris Miranda from Promotion of Church Peoples Respone – Europe (PCPR-EU).

    According to Jun Saturay, they in Migrante Den Haag stubbornly condemn and oppose the Terror Bill. For them, this Bill threatens the attack on the basic rights of every Filipino, not only among Filipinos in the Philippines but also those abroad. He furthers that this is against the right to free press, to organize and join democratic organizations, and the right to a safety and peaceful life. He is disappointed that instead of the government addressing the problems related to the Pandemic caused by COVID-19, and its effect to the health and livelihoods of millions of Filipinos, the regime is preparing the way to fascist dictatorship. He added that this move originated from that of Marcos dictatorship which was expelled by the Filipino people in 1986. Saturay likened it to the appearance of the virus, a sign of the return of the rule of darkness, the clans of the ruling class who want to go back and stay in power. He warned however that the ruling class must remember and learn from the history, that the rights of the people who resist, will never be bounded by what they call Anti-Terror Law. He remembered that in Marcos’ time, they fought and won over the dictatorship.

    Speaking from Gabriela London, Helen Rios echoed the condemnation against all forms of fascism. She reiterated Saturay’s claim that this attempt of Duterte to resurrect the fascist Marcos dictatorship will be defeated by the peoples’ collective actions, just as what happened to Marcos. She slammed Duterte’s protection of his imperialist masters and feudal landlords and his bid to become a double puppet to China and the US. She warned that this Bill will only further and perpetuate the already alarming culture of impunity in the country, citing the arrest and detention of the Piston 6 and the UP Cebu 8, and the recent murder of activist leaders Carlito Badion, Jerry Porquia and others, as well as the massive extrajudicial killings and repression of any form of dissent.

    Edna from the youth sector, Anakbayan Europe exposed the utter neglect of the Duterte regime to the more pressing problems in the Philippines such as the lack of Mass Testing related to COVID-19, the struggle of Filipinos to put food on their tables, and the long wait of the OFWs for their test results so they can finally go home. She lambasted the broad and vague definition of terrorism provided in the bill, as this can be easily used to target anyone who disagrees or criticize the government. She elaborated that this will label legitimate political actions, organizations and activists as terrorists despite their rightful concerns. She also stated that even before the passage of this bill, individuals are already being harassed such as Maria Victoria Beltran, an artist from Cebu who was arrested by simply posting satire and OFW in Taiwan Elanel Ordidor who was threatened by the Philippine government deportation. Edna also related the killings of the basic masses, the urban poor and the farmers in the Philippines with the killings of black people in the US. “It is systemic, inherently imperialist. We’ve seen that like Duterte, Trump is handling the pandemic poorly. The rage of the people is not just from killings, but also the failure of handling the pandemic, lack of jobs and the funding of wars and its neocolonies like the Philippines.” she added. She ended her speech with the calls: “Stop Police Brutality, End State Fascism , Black and Brown Lives Matter, Oust Duterte!”

    As a synthesis, Father Aris reiterated the deliberate ignorance of the government to the abject poverty and legitimate grievances of the people exacerbated by the Pandemic. Instead the government get itself busy with railroading draconian laws that do not serve and protect the people at all instead will kill democracy and people who air dissenting voices. Miranda drew the attention to the already growing number of activists and frontline workers murdered during the lockdown while actually attending to the needs of people, and the numerous arrests, harassments and extensive red tagging. He urged everyone to continue the fight for our legitimate human rights and democracy, as well as for our welfare and decent life, just as how the history have taught us to fight and win. He raised the call to the international level as he called for the fights against the de facto martial Law, not only in the Philippines but all over the world.

    As a culminating part of the Program, Marlon Lacsama the secretary general of Migrante Europe rendered a song Lupang Sinira, a radical song that inspires people to dismantle the repressive anti-people system ruled by the violent ruling elite, to change it and build a democratic, peaceful and people-serving system.

    The protest ended how it started, a deafening noise barrage, a symbolic act of making noise to oppose and junk the bill that threatens every Filipino’s right to freedom of expression enshrined in the Philippine Constitution with the chants “Duterte Patalsikin!” and “Ang Tao ang Bayan, ngayon ay Lumalaban”!

    Protect the Filipinos, Protect our Human Rights

    The Duterte Government failed to address holistically the COVID-19 pandemic! From the very start, he played a clown to address the crisis—telling the Filipino people that the government has enough money to address the crisis, and can face the crisis. And months into this lockdown, he is now telling the Filipino people that the government has no more money.

    The Duterte Government employed military solution, instead of the medical approach to the crisis. Thus, our consistent call for the crisis resounds—Solusyong Medikal, Hindi Solusyong Militar! Adding to the record of human rights violations they are inflicting on the communities and the poor; and even emboldening themselves as the powerful implementor of the COVID government response. Likewise, we are adding our call to re-channel the ₱379 billion approved budget of both the AFP and PNP (2020 General Appropriations Act) to COVID-19 pro-people response.

    The Duterte Government used Congress to approve a corrupt-ridden economic band-aid to the health crisis, the so-called ‘government response package’ worth ₱1.49 trillion. Intending to initially spend the amount of  ₱648.521 billion to address the crisis, and more than half of the amount funded from loans; the government already released the amount of ₱350 billion. Ironically, in the midst of the pandemic, the approval of the US-Duterte arms deal worth ₱75 billion. Adding in the budget line-up: military, tourism, infrastructure, among others—marked by a capitalist greed! Aware that all these figures will be a burden to us Filipinos. Thus, our call is to consistently insist and pursue the root cause of our economic crisis, not this pro-business, pro-profit and graft-tainted solution!

    The Duterte Government shows its vindictive attitude on the critical media agencies; currently, it successfully shutdown the ABS-CBN media network; a glaring sacrilege to press freedom; aware of the role of media in information dissemination on issues and updates on national issues and of the current COVID crisis.

    The Duterte Government employs a business approach of imposing the mandatory increase of PhilHealth premium of OFWs (Overseas Foreign Workers); we echo the common sentiment of the working Filipinos abroad to scrap the PhilHealth Circular No. 2020-0014 as we call for Public Health Not Profit!

    The Duterte Government continues to employ the barbarity of the state forces to address the pandemic; manifested by the killings of ordinary citizens and activists during the crisis, continued harassment on far-flung communities; the unfounded accusations of NPA attacks, the red-tagging on legal pro-people organizations and leaders (like Fr. Raymond Ambray of Surigao); and the criminal pricing of rebel leaders.

    The Duterte Government is displaying its military force in every corner of our islands; from guarding of the towns and cities to the distribution of cash aid; up to the pursuit of activists and identified organized communities, implementing violence tainted military-adventurism even during the crisis.

    All these are utter disgust to the Filipino People, Rodrigo Duterte manifests the vulture-face of this crisis, taking advantage politically of our vulnerabilities.

    The Duterte Government is not Protecting the Filipinos and is not Protecting our Human Rights. Resist Duterte’s approach to the COVID-19 pandemic! Oust Duterte!#
