    Migrante Austria celebrates with the entire working class of the world in the commemoration of the134th International Labor Day. The celebration of the International Labor Day remembers the life and death struggles of the working class throughout the world as well as the victories of these struggles in the fight for better working conditions and a just and lasting peace. While significant victories have been accumulated throughout the decades of struggle such as the lowering of the number of the daily working hours, child labor, gender equality in the workplace, and bargaining rights, among others, much is still to be fought for especially given the worsening crisis of imperialism.

Subalit nasisiyahan tayo lahat na matagal at mabunga siyang naglingkod sa uring manggagawa at sambayanang Pilipino.Pagkakataon ngayon na magbigay tayo sa kanya ng Pulang saludo at pinakamataas na parangal sa kanya bilang bayaning Pilipino at kadre ng uring manggagawa dahil sa kanyang maningning, uliran at matagumpay na pagkilos at pamumuno sa kilusang paggawa sa maraming pakikutunggali sa mga dayuhang monopolyo at mga lokal na reaksyonaryo, magmula sa panahon ng pasistang diktadura ni Marcos hanggang sa panibagong pasismo ng tiranonbg Duterte.Mula sa pundasyon ng Kilusang Mayo Uno noong Mayo 1, 1980, kumilos siya bilang matatag at militanteng kadre ng KMU alinsunod sa pangkalahatang linya ng demokrating rebolusyon ng bayan at sa perspetkibang sosyalista. Naging ikatlong pangkalahatang kalihim siya ng KMU, kasunod nina Ka Rolando Olalia at Crispin Beltran. Sa batayang antas, organisador at tagapagtatatg ng FILIPRO-Nestle Philippines at naging presidente siya ng Drug, Food, and Allied Workers’ Federation, isa sa mga organisasyong tagapagtatag ng KMU. Siya ay isang accountant at mataas ang kanyang potensyal na maging opisyal ng management ng Nestle. Subalit pinili niyang manungkulan bilang kadre ng mga mangaggawa.Personal na nakasama ko si Ka Manny nang siya ay nagpostgrad studies sa Institute of Social Studies sa The Hague at nang siya ay lumalahok sa mga aktibidad ng komunidad ng mga Pilipino. Nang itinalaga siya sa Europa sa ilalim ng Migrante International, itinayo niya ang PINAS FIRST sa Vienna Austria at lalo pang nakasama ko sa mga pulong ng Migrante at ng International League of Peoples’ Struggle.Napansin ko ang mga katangian ni Ka Manny bilang kadre. Matatag, matalino at magiting laban sa kaaway subalit mapagpakumbaba sa paglilingkod sa uring manggagawa at sambayanang Pilipino. Tahimik magtrabaho, masipag at disiplinado.     As we commemorate the International Human Rights Day, we view with deep concern the rapid deterioration of the human rights situation in the Philippines. We are witnessing how far the country has regressed in terms of upholding, respecting, and protecting people’s rights,

    This situation is aptly described by Karapatan saying: “There is a human rights crisis in the country. Regardless of the denials and legal acrobatics by the Duterte government, it has made its mark as a murderous regime that disregards people’s rights. This government’s record is besmirched with blood, with thousands killed in the sham drug war and counterinsurgency program, thousands displaced by bombings and militarisation, hundreds arbitrarily detained and filed with trumped-up charges, and thousands more harassed, red-tagged, and threatened for their activism.”

    In its 12 December report Karapatan said: “on top of the thousands killed in the drug war, the group has documented 293 political killings – 167 of which are human rights defenders. At least 204 were tortured, 429 were victims of frustrated extrajudicial killings, 11 were forcibly disappeared, and 94,075 were threatened and harassed. It is also under Duterte that the number of political prisoners in the country have sharply risen. Having arrested 382 of the 629 political detainees in the country, the Duterte government is responsible for the unjust incarceration of more than half of political prisoners in the country.”

    Duterte’s hand in the rampant violations perpetrated under his term is evident. This is made clear with the barrage of repressive policies that is meant to justify repression and funnel State resources to silence critics.

    Among the foremost repressive policies on Duterte’s playbook are its sham drug war, its counterinsurgency program Oplan Kapanatagan, martial law in Mindanao, Memorandum No. 32, and its new task force for harassing legal organisations, the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) created by Executive Order No. 70 (s2018).

    On the other hand, the Tao Po performance in Vienna, Austria last October 12 and was a great success and watched by more than a hundred people. The event “was overwhelming!”, the big attendance was unexpected. Day after the event of Tao Po a successful followed up discussion was be held at Amerlinghaus, Stiffgasse, 1070 Vienna, that led to the formation of temporary steering committee for Rise UP for Life-Austria.

    More so, on 20 November 2019, Migrante Austria submitted and open letter to President Duterte via the office of Ambassador Maria Cleofe Natividad. And on the same day at 5-7pm, members of Migrante Austria and its allied organisations held protest rally near the office of the Philippine Embassy at Donau City, Vienna.

    The open letter/protest rally demanded President Duterte to :

    • stop the war waging against the Filipino people!
    • to kill poverty – not the poor and those who
    • defend them!
    • listen and act on the decades-long call of
    • Filipinos for genuine social reforms and respect
    • for human rights!

    A further development took place in the 2nd Migrante Europe Congress in Como, Italy last 8 December 2019. Bishop Antonio Ablon, President of Mindanao Bishops Conference, agreed to be the guest speaker of a round table discussion here in Vienna on 19 January 2020, 5-7pm on the impact of the gross human rights violations in the Philippines on the marginalised sectors of our society, ie, Lumads, etc.

    Thus, the steering committee of Rise up for Life and Migrante Austria in its meeting last 11 December 2019 recommended the formation of Austrian Network for Justice & Peace in the Philippines (ANJPP) whose objectives are:

    • Raise awareness in Austria about the situation in the Philippines
    • Organise and participate in activities in support of the Filipino people’s rights and democratic aspirations
    • Condemn the intensifying killings, repression and other human rights violations in the Philippines
    • Stop the support of the government of Austria to the repressive Duterte government.

    Furthermore, we call all churches to unite against the oppressive measures of the Duterte regime against critics. It is our moral obligation to oppose the killing of human beings and to defend the defenders.

    Let our prayers be put into action and let us “Be alert and of sober mind. Your enemy the devil prowls around like a roaring lion looking for someone to devour” as stressed in 1 Peter 5:8. Within this troublesome tide, the church people must continue to give witness to our faith and march forward in defense of the Filipino people’s common values and aspirations for human dignity, justice and peace.

    RELEASE 57 NEGROS ACTIVISTS AND DROP TRUMPED-UP CHARGES! JUNK EXECUTIVE ORDER No. 70 AND MEMORANDUM ORDER No. 32

    Migrante Austria condemns the sweeping arrests of 57 activists and rights workers based on trumped-up charges and fabricated evidence on October 31, 2019, at around 5PM, by the Crime Investigation and Detection Group, Bacolod City Police Station and 3rd Infantry Battalion of the Philippine Army during the simultaneous raids of the offices of progressive organizations Gabriela, Bayan Muna, Kilusang Mayo Uno and the National Federation of Sugar Workers (NFSW) in Bacolod City in Negros Occidental.

    Interestingly, the search warrants used in the Bacolod City raids were issued by a Quezon City court. This is reminiscent of the March 30 police-led SEMPO and Oplan Sauron operations in Negros that killed fourteen (14) individuals in the towns of Manjuyod, Sta. Catalina and Canlaon City wherein the search warrants were issued by a local court in Cebu City.

    The joint operations were authorized by the Region 6 Task Force to End Local Communist Armed Conflict (RTF-ELCAC) in compliance with Malacanang’s Memo Order No. 32, Oplan Kapanatagan, and Executive Order No. 70.

    This modus of Gestapo-style raids and the planting of firearms and explosives to justify arrests are old tricks in the government’s playbook of political repression.

    The arrested activists are now illegally detained at the Camp Alfredo Monteliban Sr./NOPPO, and at the Bacolod City Police Office. Those apprehended are members of democratic and progressive mass organizations — they all unarmed civilians, several are minors. Among those arrested include the following individuals:

    • John Milton ‘Butch’ Lozande, chairperson of the National Federation of Sugar Workers, former secretary-general of the Unyon ng Manggagawa sa Agrikultura (UMA) and former nominee of Anakpawis Partylist.
    • Danny Tabura, paralegal staff of the National Federation of Sugar Workers (NFSW).
    • Albert Dela Cerna of Kilusang Magbubukid ng Pilipinas-Negros – Anne Krueger, volunteer journalist of Paghimutad community media, a union organizer of the BPO Industry Employees Network (BIEN), and wife of BAYAN-Negros chairperson Mike Dela Concepcion. Romulo Bito-on of Makabayan-Negros and his wife Amaylin Bito-on.
    • Noli Rosales of Kilusang Mayo Uno-Negros. – Proceso Quiatzon of Karapatan-Negros.
    • Activists Diego Malacad and Roberto Lachica
    • NFSW members Imelda Sultan and Ma. Lindy Perucho
    • Ten (10) cultural workers from rural-based theater groups Teatro Bungkal and Teatro Obrero.
    • Twenty-one (21) workers of Ceres Bus Liner, KMU members.
    • Eight (8) females and seven (7) minors

    Since Duterte came into power, the death toll from the extrajudicial killings of activists in Negros has already climbed to 85 as butchers from AFP and PNP enforce his Executive Order No. 70 which later spawned Memorandum Order No. 32. Under these impositions, the islands of Samar, Negros and the entire Bicol region are now under de-facto Martial Law. Furthermore, EO70 institutionalized the regime’s whole-of-nation-approach through the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) wherein the Duterte regime has been using government resources to progressive organizations among members of various Filipino communities abroad by maliciously tagging them as fronts of the CPP-NPA.

    Without a doubt, the unjust operation in Bacolod against activists and rights workers demonstrates the savage desire of the Duterte regime to quell dissent and persecute progressive organizations that raise the upright demands of the impoverished sectors of Philippine society.

    We call on local and international human rights bodies, democratic institutions, civil libertarians, and concerned individuals to condemn the latest attacks against Filipino activists and to help exert pressure on the Duterte government to demand the immediate release of Bacolod City Negros activists.

    We urgently call on all supporters of Defend Negros Network to lead solidarity actions and issue statements, send letters, emails, and/or fax messages demanding the release of the arrested activists and minors, and the dropping of the trumped-up criminal charges.

    The Migrante in Austria adds its voice to expresses disgust to the conduct of the 2019 election. Reports have reached us of dubious technical glitches, a portent of the Duterte administration’s evil maneuvering. There was a 7-hour lull in showing the public the result of the computerized counting. But when the COMELEC presented the result, early morning of on Tuesday, May 14, they showed a 92.89 percent completion of counting only to show an hour later a 49.76 percent completion. There are other reports of technical glitch. More than 1,600 SD cards were found defective at the time of election. Also, there are 961 vote-counting machines reported defective.

    
Social media accounts of our families and friends who participated in the last election have posted their grievances. One of the trends of grievances is a report that they received the election ticket but it reflects the candidate they did not vote for. Another is of report that the party-list they have elected reflected zero-votes on the precincts where they casted their vote.


    Within the constitutional framework, it is through the election, as a democratic process that the choices of the people to leadership post are registered and heard. It has an element of sanctity because what makes a human is their right to self-determination, and exercise of free-will. Such reports of election rigging are a denial of the Filipino people’s right to participate in this democratic process. We will not let this pass sitting down. For many OFWs like us here in Austria and Hungary, election is the tool and mechanism to speak and be listened upon. We desire meaningful change in a hope that one of these days we can confidently go back home assured of food on our tables, free medical services for our aging parents, and free education for our young ones, exactly the very pretexts of our migration.

    
It is not hard to imagine who is the hand in all of this. Duterte himself reveals himself the master of divisiveness and confusion, and of thievery and murder. He allied himself with criminals and thieves like Imee Marcos, Bong Revilla, Jinggoy Estrada, among others whose Philippine courts of justice have not cleared of graft and corruption charges. He surrounds himself with blood-thirsty yes-men like Bato dela Rosa, Bong Go, Albayalde among others. His core is also revealed by whom he disenfranchised. He halted the peace talks between GRP and NDFP. He launched fake news portals red tagging human rights workers. He killed the dissenting farmers, indigenous peoples, and church people. Those are portentious of election fraud.


    The blatant use of government resources to campaign for Duterte’s candidates was coupled with dispatching AFP and PNP to terrorize and harass voters, volunteers and progressive organizations campaigning for Makabayan partylists and candidates. Scores of our Makabayan coordinators and campaigners were illegally arrested and killed during the campaign period. This is aim to ensure that no progressive party lists under Makabayan will not get sufficient votes to garner seats in Congress.


    On the day of election, the PNP themselves distributed newspapers 
containing black propaganda against senatorial candidate Neri Colmenares and the Makabayan bloc was a flagrant violation of Election laws.These reveals the kind of man Duterte is. In an attempt to consolidate and monopolize power he resorted to rigging the election. But it is self-serving and only perform to heed the interest of China and the US, to the detriment of the Filipino people whose suffering, and murder has become a normal course in life. No wonder that after the initial result has been counted, many in the Philippines have searched (through google) for places to migrate.


    We cannot accept the process and result of this election. This election is dirty, as dirty as the mouth of Duterte. We are joining in the clamour for truth. We add our voices of dissent because the Filipino people and their constitution has fallen victim once again, for many times over to the criminal Duterte administration. We are refusing to be victims this time. We demand accountability.


    Furthermore, Migrante Austria will continue to oppose the regime’s state exactions and labor export program. We will also continue to campaign for the Peace Talks being pursued by the National Democratic Front of the Philippines (NDFP) to address the issues on CASER (Comprehensive Agreement on Social and Economic Reforms) especially the genuine agrarian land reform and national industrialisation. We shall also press on in demanding decent jobs and secured lives back home.


    Our defense of democratic rights does not end after the casting of our ballots. We will pursue strengthening the will of the Filipino to fight for full national independence, democracy, development through genuine agrarian land reform, national industrialisation, social justice and cultural progress. Further, fostering the solidarity and mutual support between the Filipino people and other peoples to unite in defeating and resisting Duterte’s tyranny!

    Dear Mr. President,
    We strongly urge you to reconsider you decision to terminate the government’s peace talks with the National Democratic Front of the Philippines (NDFP).

    Now that the talks have hit some roadblocks, it would do us well to remember that well ahead of your formal proclamation as the nation’s 16th President of the Republic of the Philippines, you identified pursuing peace negotiations, specifically with the National Democratic Front of the Philippines, as one of your priority initiatives; the talks, which resumed with a high level of mutual trust and confidence in August last year, have achieved breakthroughs in so short a time:

    • Breakthrough in the discussion on the Comprehensive Agreement on Socio-Economic Reforms (CASER), a landmark document that shall address the country’s chronic poverty situation, with both parties reaching an agreement in principle on the first four items of the draft, which includes free land distribution to landless farmers;
    • Agreement to form Bilateral Working Teams of Reciprocal Working Committees (RWCs) in order to accelerate the drafting of CASER;
    • Exchange of drafts and initial discussion on Political and Constitutional Reforms;
    • Signing of a Supplementary Agreement for the operationalization of the Joint Monitoring Committee (JMC) for the implementation of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL);
    • Agreement of both parties to discuss Government of the Republic of the Philippines (GRP)’s proposal for a bilateral ceasefire on February 22-25, 2017 in the Netherland.

    With a comprehensive peace agreement, we all stand to gain. The foremost concern of both parties in the peace negotiations is the interest of the Filipino people to address the roots of poverty and achieve a just and lasting peace. For it is the welfare of the poor Filipinos, in their millions, that is at the core of the peace negotiations.

    Together with peace advocates in the Philippines and around the world, we forcefully back a peace deal that will address the roots of the almost 50-year armed conflict and create conditions that will ensure genuine, equitable, sustainable and just development.

    Let us give just and lasting peace a chance. Continue the GRP-NDF peace talks and pursue socio-economic and political reforms for the people. Address the roots of the armed conflict! Honor and respect all agreements!
