  • Migrante-Europe is Calling the Philippine Government: Create a Comprehensive and Clear Plan to Prevent the Further Spread of the 2019-Novel Coronavirus (2019-nCoV)

Migrante-Europe is Calling the Philippine Government: Create a Comprehensive and Clear Plan to Prevent the Further Spread of the 2019-Novel Coronavirus (2019-nCoV)

    Filipino>>

Now that the 2019-nCoV case has been confirmed in the Philippines, it is only right for the government to set clear policies to prevent the further spread of the disease. We expect government agencies to speak in a single voice to avoid misleading statements.

Now that the WHO has declared a global emergency, there should be a national policy on preventing the spread of 2019-nCoV. The Philippines must impose a temporary travel ban to and from China. It is not racist. It is a matter a national interest, safety and security. This will cover ALL travelers irrespective of nationality. However, calling for a “travel ban on Chinese” is racism. Migrante-Europe do not support such racist call.

There should be clear quarantine policy as well. It does not mean that for every province with an international airport have different policies. A clear repatriation policy for affected OFWs is also needed, in line with the quarantine policy.

Public health funding should be established and increased especially for preventing and monitoring the spread of disease.

All executive officers should speak in one voice, guided by clear policies that will ensure the safety and health of the people. The first consideration should not be tourism and economic impact but the welfare of the Filipino people. Organizations like Migrante-Europe will also assist in public awareness related to 2019-nCov.

  • Migrante International’s Message of Solidarity to Migrante Europe on its 2nd Congress

Migrante International’s Message of Solidarity to Migrante Europe on its 2nd Congress

With warm militant greetings, Migrante International sends its best wishes to all chapters and member organizations of Migrante Europe as it holds its 2nd Congress this 8th of December 2019 with the theme, “Expand and strengthen our unity! Promote and defend the rights and welfare of Filipinos and their families in Europe and abroad! Contribute and participate in the struggle for national freedom and democracy!”

This day marks an important milestone in our history since it also coincides with the exact date when Migrante Philippines and Migrante Youth were founded two years ago as a result of persistent organizing among repatriates, OFW families and would-be migrants. Our work of reaching out to more Filipino migrant workers and their families is more significant than ever in light of the mounting waves of peoples’ resistance we now see in many parts of the world.

Before us lies an enormous mission of contributing to the national democratic struggle in the Philippines by bolstering the numbers of organized youth, women and unionized workers. There is also a pressing need to encourage more Filipino compatriots to dedicate an extensive period of time for mass work and integration in the homefront.

With blatant corruption and neoliberal wreckage in the Philippines, Duterte’s bluster can never conceal the exacerbating blight that afflicts swelling numbers of Filipinos. According to the latest SWS survey, an estimated 10 million Filipinos found themselves jobless in the third quarter of 2019. Unemployment rate accelerated at 21.5 percent. This does not even take into account those workers who are paid starvation wages and continually stricken by contractualization.

Meanwhile, farmers in the countryside bewail Duterte’s rice liberalization law that opened the floodgates of the country to unrestrained rice importations. It is quite clear that the Duterte regime has no intention of addressing the roots of forced migration through national industrialization and genuine agrarian reform. As a result, more and more Filipinos are driven to the far ends of the Earth in their longing to survive and bring food to the table for their loved ones.

In their moments of distress, they are only met with government negligence as in the case of Abu Dhabi based OFW Mary Jean Alberto whose bereaved family is still deprived of justice. The Philippine government has proven time and again that it only looks at OFWs as milking cows through various state exactions and their remittances to salvage a depressed domestic economy.

As the crisis in the Philippines escalates, the US-Duterte regime is unleashing the most hideous features of its despotic rule. Recently, combined forces of AFP and PNP stormed the offices of progressive mass organizations in Bacolod, illegally arresting 57 activists and rights workers. Conjugated with a de-facto Martial Law through Executive Order 70 which warrants a Whole-of-Nation-Approach, the US-Duterte regime has no other aim but to quell dissent and persecute progressive voices that have been resolute in raising the legitimate demands and grievances of the long-oppressed Filipino people.

In the face of the Duterte regime’s ruthless acts of terror, we will neither shrink nor cower. We confronted the regime’s attack dogs and asserted our rights thereby leading to the release of almost all of those who were illegally arrested in Bacolod. This tells us that only by being steadfast in our actions and principles can we truly fight for the rights and welfare of those victimized by a rotten and unjust system that ceaselessly drags our country to perdition.

Duterte’s latest termination or removal of Leni Robredo as co-chair of the Inter-Agency Committee on Anti-Illegal Drugs just two weeks after her appointment only goes to show that the regime has everything to hide just to protect big time drug criminals like Michael Yang, Allan Lim, Peter Lim, Peter Co and Kerwin Espinosa whom the regime has attempted to absolve numerous times.

Verily, the fake war on drugs is nothing but a brutal war being waged against the poor and with the apparent intention of annihilating Duterte’s rivals in the drug trade. We will not mince words to reiterate that Duterte is the supreme drug lord and chief benefactor of big time drug criminals in the Philippines.

Meanwhile, Duterte’s approbation of US imperialist hegemony in our national affairs and China’s incursion into our territorial waters paves the way for more plunder of our resources and violation of our sovereign rights. The regime is out here salivating after more loans to finance its tyrannical ambitions.

The people’s mass actions in Chile, Bolivia, Colombia and elsewhere bid us to register our strong support in their battle against Fascism and neoliberalism. Your presence as Filipino compatriots in countries far and wide is essential in bannering international solidarity for all the rest of the oppressed peoples of the world who valiantly wage the struggle against imperialism. It is also a head start in exposing the crimes of the US-Duterte regime through extensive international lobbying work in your respective host countries.

In all our militant pursuits, it is therefore imperative that we commit ourselves to cultivating a deeper understanding of what these are all about and that is no other than to SERVE THE PEOPLE! Rouse then and gird your armour on! Let us press forward in one accord with all the toiling Filipino masses as we clear the path for a future where no family will ever be torn apart for the need to survive. Boldly advance the struggle of Filipino migrants for national democracy and social justice.

    End forced migration!
    Stop labour export!
    Oust the US-Duterte regime!
    Long live Migrante Europe!
    Long live Migrante International!
    Long live the Filipino people!

  • Justice for Essex 39!

    Justice for Essex 39!

    Press statement
    29 October 2019

Migrante-Europe express with great sadness on the death of 39 people inside a trailer truck found in Essex, the United Kingdom on Wednesday, 23 October 2019.

As authorities continue to investigate the incident and to identify the names and nationalities of the fatalities, Migrante-Europe joined the growing voices around the world to seek justice for Essex 39.

News reports that relatives of those feared to be found dead inside the trailer are able to receive text message bidding goodbye and saying “her trip to a foreign land has failed”, and that many of the victims had left their homes and community paying huge amount of money to human traffickers are indicators how people in the poor countries are desperate to take chances to change for better their life situation.

Migrante-Europe believes that migration is related to underdevelopment and poverty. Social and political injustice and economic inequality in the home country pushed many people to cross oceans and continents hoping that at the end of their journey a new hope and future will rise. The United Nations report on the number of international migrants globally reached an estimated 272 million in 2019, an increase of 51 million since 2010.

In the Philippines, there are about 6,000 Filipinos leaving the country every day. Even though Filipinos share their intellectual gifts giving a substantial contribution to the economies of both the host and their home countries many still experience degradation, exploitation, suffering, and deaths. Chapter organizations of Migrante International from various countries and regions are challenged by issues confronting many Filipinos with contract violations such as Non-payment of salary, lack of benefits; mental and physical abuse, sexual harassment, rape and murder. ###

  • Filipinos in Europe dismiss Duterte’s 4th SONA

Filipinos in Europe dismiss Duterte’s 4th SONA

    Press Statement

    July 22, 2019

Today, Filipinos in Europe firmly stand with the United Peoples’ SONA to repudiate President Duterte’s 4th State of the Nation Address and to defend the nation’s sovereignty, democracy and human rights.

In spite the red-tagging tactics of Dutertes’s high ranking military officials of selected international organizations and progressive groups, on their visits and speeches before Filipino communities in Europe, many migrant organizations remain committed in their advocacy to expose the truth and to condemn in the strongest possible terms the continued violence and  killings  in the country perpetrated by Duterte’s military and police.

Enough of Duterte! Enough of treachery! Step down or be ousted! Duterte’s cowardice and puppetry to China by handing freely the country’s territorial rights to the West Philippines Sea is a blatant betrayal and denial of the Philippine’s sovereign rights. The refusal of the government to seek justice and let China pay for the sinking of a Filipino fishing boat by a Chinese vessel near Recto Bank in the West Philippine Sea shows where Duterte’s loyalty lies and whose interest he is protecting.  His decision to allow China to fish in the country’s exclusive economic zone is outrageous and condemnable.

Duterte’s close relationship with the US like many of his predecessors has only brought forth a more alarming human rights situation. Under the US-designed counter-insurgency program of the Philippine government, more victims are expected to become victims of state terrorism, and Duterte’s war on drugs or “war against the poor”, has killed more than 23,000, and countless numbers of  illegall arrests, detentions, tortures and extortions by Duterte’s death squads in police and military uniforms.

Duterte’s withdrawal in the peace talks between GRP and NDFP only tightened his subservience to US imperialism and has dashed hopes of achieving ment to a just and lasting peace.

Continued implementation of neo-liberal policies, contractualization, and anti-people policies and programs, has brought thousands of workers to become more vulnerable to trafficking, forced labor and abuses, and, 6,000 Filipinos are forced to leave and work abroad every day.

Filipinos overseas face many problems and issues particularly Filipino women.  Disregarding the inhumane condition of OFWs and their families abroad, the Philippine government remains deaf to the cries of OFWs, instead, Duterte’s regime continues to invent unjustifiable and excessive fees to extort money from OFWs. Last February, President Duterte signed a law requiring expatriates to make a compulsory contribution of 960 pesos a month to the  Social Security System or SSS. As for rules, no overseas employment certificate  (OEC), which is a prerequisite for Filipino expats to return abroad, will be issued if the monthly premiums are not paid.

For Filipinos in Europe, obligatory payment of SSS is a double payment of social insurances. Monthly salaries have already been deducted by their employer for social insurance and this time they will be also obliged to pay SSS.

Ayoko sa traydor, bentador, diktador! End Fascism and forced migration. Trabaho sa ‘Pinas, hindi sa labas! Migrante Europe and its chapters and members all over the region join the call for Duterte’s ouster.

  • ON THE UNFAVORABLE OUTCOME AND LOW TURNOUT OF OAV IN EUROPE

ON THE UNFAVORABLE OUTCOME AND LOW TURNOUT OF OAV IN EUROPE

    Press Statement
    15 May 2019

Philippine midterm elections have closed and the Commission on Elections (COMELEC) announced the voting to have been “generally successful, ” contrary to the Overseas Absentee Voting in Europe, which ended with wide criticisms and low turnouts.

In a press statement dated April 3, 2019, Migrante Europe strongly protested the postal voting adopted by embassies and consulates, as it may result to disenfranchisement and non-participation of thousands of registered voters in Europe.

Poll watchers during the Canvassing in London, UK

According to Garry Martinez, a migrant advocate in the United Kingdom, only 8, 175 or 25.19% were able to vote in the elections out of 32,443 registered overseas absentee voters. Delayed delivery of ballots by posts was documented and many OFWs who went to embassies to claim their voter’s kit were disappointed because their ballots were already sent by post.

    Election in Rome, Italy

In Italy, only 13,006 were able to vote out of 62,920 registered voters. Rhodney Pasion, Electoral Campaign Coordinator of Migrante Europe documented cases of newly-registered OAVs who were not included in the master list of voters in the Philippine Embassy and Consulate. The voters who filed and requested to change addresses and residences were not updated in the COMELEC master lists.

Feeding of ballots in Rome, Italy

Limited space of polling places which are not conducive for OAV was also documented. Satellite precincts were not available that would have helped to encourage more voters.

    The Netherlands poll watchers

In The Netherlands, 603 ballots cast, out of 2,360 registered absentee voters, while in France, 1,609 voted, from 4932 registered electors.

    Canvassing in Brussels, Belgium

In Belgium, out of 2,210 registered voters, 1,111 or 50% cast their votes. The 650 voters cast their votes in Austria, out of 1,951 registered voters.

Did the COMELEC and the Duterte government properly prepared for the OAV? Why should migrants be made to pay for the postal stamps for their returned ballots? Lack of budget? Were they sincere to include OFWs in the midterm elections?

Noticeable also was the low percentage of registered absentee voters in countries with a bigger concentration of OFWs and with more than 700,000 Filipinos in Europe considered as bonafide voters. Migrante chapters criticized the COMELEC and embassies for failing to disseminate systematically the necessary information prior to the Registration of Overseas Absentee Voting.

    On Election results

As the Midterm Elections closed, and the “winners” officially declared in the coming days, Migrante chapters in Europe have expressed grave concern that Duterte’s allies are most likely to “win” seats in the Senate and Congress. Several of them have records or have been accused and convicted of plunder and corruption, and have condoned Duterte’s crimes against the people.

Migrante Europe and its chapters and members in the region will continue its advocacy to defend and promote migrants rights, to be at the forefront in the fight for truth and justice, and remain steadfast and determined to resist a brutal, corrupt, anti-peace and plunderous administration.###
