    Now that the 2019-nCoV case has been confirmed in the Philippines, it is only right for the government to set clear policies to prevent the further spread of the disease. We expect government agencies to speak in a single voice to avoid misleading statements.

    Now that the WHO has declared a global emergency, there should be a national policy on preventing the spread of 2019-nCoV. The Philippines must impose a temporary travel ban to and from China. It is not racist. It is a matter a national interest, safety and security. This will cover ALL travelers irrespective of nationality. However, calling for a “travel ban on Chinese” is racism. Migrante-Europe do not support such racist call.

    There should be clear quarantine policy as well. It does not mean that for every province with an international airport have different policies. A clear repatriation policy for affected OFWs is also needed, in line with the quarantine policy.

    Public health funding should be established and increased especially for preventing and monitoring the spread of disease.

    All executive officers should speak in one voice, guided by clear policies that will ensure the safety and health of the people. The first consideration should not be tourism and economic impact but the welfare of the Filipino people. Organizations like Migrante-Europe will also assist in public awareness related to 2019-nCov.

    Panawagan ng Migrante-Europe sa Pamahalaang Duterte: Agarang Magpatupad ng Komprehensibo at Malinaw na Plano Upang Tugunan ang Lubusang Paglawak ng Mapanganib na 2019-Novel Coronavirus (2019-nCoV) sa Pilipinas!

    Ang pagkumpirma ng gobyerno ng Pilipinas ng ang mapanganib na 2019-nCoV ay nasa Pilipinas na ay isang hamon para sa pamahalaang Duterte na harapin ito upang higit sa lahat mapangalaagan ang kalusugan ng mamamayang Pilipino. Nararapat lamang na magsalita ng iising tinig ang pamahalaan at gumawa ng koordinadong pagkilos upang malinaw na maunawaan ng mamamayan ang nais ng pamahalaan para maharap ang banta sa kalusugan ng Novel Corona Virus.

    Sa pagdeklara ng World Health Organization (WHO) na ang 2019-nCoV ay pandaigdigang banta sa kalusugan ng bawat bansa at mamamayan nito, nararapat lamang na magpatupad ang pamahalaan Duterte ng travel ban patungo at mula sa Tsina. Ang panawagan ng pansamantalang pagpigil ng anumang komersyal na byahe, himpapapawid man o karagatan, mula Tsina ay hindi pagiging racist o rasista sapagkat nakatuon ang ‘travel ban’ upang pigilan ang paglaganap ng sakit dulot ng 2019-nCoV. Ang ‘travel ban’ na ito ay sasaklaw sa anumang lahi o nasyunalidad, hindi lang mga Tsino. Naninidigan din and Migrante-Europe na hindi makatwiran na sisihin, laiitin at alimurahin ang mamamayang Tsino, at iba pa. Sila rin ay biktima din tulad ng marami. Hindi nila ginusto tulad ng bawat isa sa atin, na dapuan ng virus, magkasakit, at mamamatay.

    Sa gitna ng pandaigdigang krisis na ito kailangan ang tulungan at kooperasyon ng bawat bansa upang mabilis na masugpo ang paglaganap ng epidemya.

    Sa harap ng kulang at mabagal na pagtugon ng pamahalaan sa banta ng 2019-nCoV, nakikiisa ang Migrante-Europe sa mamamayang Pilipino sa panawagan sa pamahalaang Duterte para sa kongkretong aksyon para sa kagyat, mabilis at kumprehensibong mga hakbang lalo na agarang pagpapauwi at kaukulang proseso ng mga OFWs na apektado ang upang upang proteksyunan ang kalusugan ng mga mamamayan, pigilan ang paglaganap at tuluyang masugpo ang sakit.

    Hamon sa pamahalaan ang mabigyan tuon ang kahalagahan ng kalusugan ng bawat mamamayang Pilipino at ang Migrante-Europe ay kaisa dito para sa pagpapalaganap ng mga impormasyon habang sama-sama nating hinaharap ang banta ng 2019-nCoV.

    Sa gitna ng tumitinding kahirapan at pambubusabos sa mga Pilipino, patuloy na atake sa sahod at karapatan sa paggawa, lumalalang krisis sa presyo ng pagkain bunsod ng pahirap na pagbubuwis na TRAIN, tumitinding karahasan at paglabag sa mga karapatan ng kababaihan, pahirap sa mga magsasaka ng rice tarrification law, bumabangis na diktadurya at atake sa mamamayan at mga kritiko ng gobyernong Duterte, kinakailangan ang higit na pagkakaisa at paglaban. At sa paglabang iyan ng mamamayan, lagi’t laging tinatawag upang manindigan at lumaban ang mga magigiting na mga buhay na bayani ng ating bayan tayong mga Migrante, sa Pilipinas, sa Europe, at sa buong mundo.

    Migrante International’s Message of Solidarity to Migrante Europe on its 2nd Congress

    With warm militant greetings, Migrante International sends its best wishes to all chapters and member organizations of Migrante Europe as it holds its 2nd Congress this 8th of December 2019 with the theme, “Expand and strengthen our unity! Promote and defend the rights and welfare of Filipinos and their families in Europe and abroad! Contribute and participate in the struggle for national freedom and democracy!”

    This day marks an important milestone in our history since it also coincides with the exact date when Migrante Philippines and Migrante Youth were founded two years ago as a result of persistent organizing among repatriates, OFW families and would-be migrants. Our work of reaching out to more Filipino migrant workers and their families is more significant than ever in light of the mounting waves of peoples’ resistance we now see in many parts of the world. 

    Before us lies an enormous mission of contributing to the national democratic struggle in the Philippines by bolstering the numbers of organized youth, women and unionized workers. There is also a pressing need to encourage more Filipino compatriots to dedicate an extensive period of time for mass work and integration in the homefront. 

    With blatant corruption and neoliberal wreckage in the Philippines, Duterte’s bluster can never conceal the exacerbating blight that afflicts swelling numbers of Filipinos. According to the latest SWS survey, an estimated 10 million Filipinos found themselves jobless in the third quarter of 2019. Unemployment rate accelerated at 21.5 percent. This does not even take into account those workers who are paid starvation wages and continually stricken by contractualization. 

    Meanwhile, farmers in the countryside bewail Duterte’s rice liberalization law that opened the floodgates of the country to unrestrained rice importations. It is quite clear that the Duterte regime has no intention of addressing the roots of forced migration through national industrialization and genuine agrarian reform. As a result, more and more Filipinos are driven to the far ends of the Earth in their longing to survive and bring food to the table for their loved ones. 

    In their moments of distress, they are only met with government negligence as in the case of Abu Dhabi based OFW Mary Jean Alberto whose bereaved family is still deprived of justice. The Philippine government has proven time and again that it only looks at OFWs as milking cows through various state exactions and their remittances to salvage a depressed domestic economy.  

    As the crisis in the Philippines escalates, the US-Duterte regime is unleashing the most hideous features of its despotic rule. Recently, combined forces of AFP and PNP stormed the offices of progressive mass organizations in Bacolod, illegally arresting 57 activists and rights workers. Conjugated with a de-facto Martial Law through Executive Order 70 which warrants a Whole-of-Nation-Approach, the US-Duterte regime has no other aim but to quell dissent and persecute progressive voices that have been resolute in raising the legitimate demands and grievances of the long-oppressed Filipino people. 

    In the face of the Duterte regime’s ruthless acts of terror, we will neither shrink nor cower. We confronted the regime’s attack dogs and asserted our rights thereby leading to the release of almost all of those who were illegally arrested in Bacolod. This tells us that only by being steadfast in our actions and principles can we truly fight for the rights and welfare of those victimized by a rotten and unjust system that ceaselessly drags our country to perdition.

    Duterte’s latest termination or removal of Leni Robredo as co-chair of the Inter-Agency Committee on Anti-Illegal Drugs just two weeks after her appointment only goes to show that the regime has everything to hide just to protect big time drug criminals like Michael Yang, Allan Lim, Peter Lim, Peter Co and Kerwin Espinosa whom the regime has attempted to absolve numerous times. 

    Verily, the fake war on drugs is nothing but a brutal war being waged against the poor and with the apparent intention of annihilating Duterte’s rivals in the drug trade. We will not mince words to reiterate that Duterte is the supreme drug lord and chief benefactor of big time drug criminals in the Philippines. 

    Meanwhile, Duterte’s approbation of US imperialist hegemony in our national affairs and China’s incursion into our territorial waters paves the way for more plunder of our resources and violation of our sovereign rights. The regime is out here salivating after more loans to finance its tyrannical ambitions. 

    The people’s mass actions in Chile, Bolivia, Colombia and elsewhere bid us to register our strong support in their battle against Fascism and neoliberalism. Your presence as Filipino compatriots in countries far and wide is essential in bannering international solidarity for all the rest of the oppressed peoples of the world who valiantly wage the struggle against imperialism. It is also a head start in exposing the crimes of the US-Duterte regime through extensive international lobbying work in your respective host countries.    

    In all our militant pursuits, it is therefore imperative that we commit ourselves to cultivating a deeper understanding of what these are all about and that is no other than to SERVE THE PEOPLE! Rouse then and gird your armour on! Let us press forward in one accord with all the toiling Filipino masses as we clear the path for a future where no family will ever be torn apart for the need to survive. Boldly advance the struggle of Filipino migrants for national democracy and social justice. 

    End forced migration!

    RELEASE 57 NEGROS ACTIVISTS AND DROP TRUMPED-UP CHARGES! JUNK EXECUTIVE ORDER No. 70 AND MEMORANDUM ORDER No. 32

    Migrante Austria condemns the sweeping arrests of 57 activists and rights workers based on trumped-up charges and fabricated evidence on October 31, 2019, at around 5PM, by the Crime Investigation and Detection Group, Bacolod City Police Station and 3rd Infantry Battalion of the Philippine Army during the simultaneous raids of the offices of progressive organizations Gabriela, Bayan Muna, Kilusang Mayo Uno and the National Federation of Sugar Workers (NFSW) in Bacolod City in Negros Occidental.

    Interestingly, the search warrants used in the Bacolod City raids were issued by a Quezon City court. This is reminiscent of the March 30 police-led SEMPO and Oplan Sauron operations in Negros that killed fourteen (14) individuals in the towns of Manjuyod, Sta. Catalina and Canlaon City wherein the search warrants were issued by a local court in Cebu City.

    The joint operations were authorized by the Region 6 Task Force to End Local Communist Armed Conflict (RTF-ELCAC) in compliance with Malacanang’s Memo Order No. 32, Oplan Kapanatagan, and Executive Order No. 70.

    This modus of Gestapo-style raids and the planting of firearms and explosives to justify arrests are old tricks in the government’s playbook of political repression.

    The arrested activists are now illegally detained at the Camp Alfredo Monteliban Sr./NOPPO, and at the Bacolod City Police Office. Those apprehended are members of democratic and progressive mass organizations — they all unarmed civilians, several are minors. Among those arrested include the following individuals:

    • John Milton ‘Butch’ Lozande, chairperson of the National Federation of Sugar Workers, former secretary-general of the Unyon ng Manggagawa sa Agrikultura (UMA) and former nominee of Anakpawis Partylist.
    • Danny Tabura, paralegal staff of the National Federation of Sugar Workers (NFSW).
    • Albert Dela Cerna of Kilusang Magbubukid ng Pilipinas-Negros – Anne Krueger, volunteer journalist of Paghimutad community media, a union organizer of the BPO Industry Employees Network (BIEN), and wife of BAYAN-Negros chairperson Mike Dela Concepcion. Romulo Bito-on of Makabayan-Negros and his wife Amaylin Bito-on.
    • Noli Rosales of Kilusang Mayo Uno-Negros. – Proceso Quiatzon of Karapatan-Negros.
    • Activists Diego Malacad and Roberto Lachica
    • NFSW members Imelda Sultan and Ma. Lindy Perucho
    • Ten (10) cultural workers from rural-based theater groups Teatro Bungkal and Teatro Obrero.
    • Twenty-one (21) workers of Ceres Bus Liner, KMU members.
    • Eight (8) females and seven (7) minors

    Since Duterte came into power, the death toll from the extrajudicial killings of activists in Negros has already climbed to 85 as butchers from AFP and PNP enforce his Executive Order No. 70 which later spawned Memorandum Order No. 32. Under these impositions, the islands of Samar, Negros and the entire Bicol region are now under de-facto Martial Law. Furthermore, EO70 institutionalized the regime’s whole-of-nation-approach through the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) wherein the Duterte regime has been using government resources to progressive organizations among members of various Filipino communities abroad by maliciously tagging them as fronts of the CPP-NPA.

    Without a doubt, the unjust operation in Bacolod against activists and rights workers demonstrates the savage desire of the Duterte regime to quell dissent and persecute progressive organizations that raise the upright demands of the impoverished sectors of Philippine society.

    We call on local and international human rights bodies, democratic institutions, civil libertarians, and concerned individuals to condemn the latest attacks against Filipino activists and to help exert pressure on the Duterte government to demand the immediate release of Bacolod City Negros activists.

    We urgently call on all supporters of Defend Negros Network to lead solidarity actions and issue statements, send letters, emails, and/or fax messages demanding the release of the arrested activists and minors, and the dropping of the trumped-up criminal charges.

    Migrante-Europe express with great sadness on the death of 39 people inside a trailer truck found in Essex, the United Kingdom on Wednesday, 23 October 2019.

    As authorities continue to investigate the incident and to identify the names and nationalities of the fatalities, Migrante-Europe joined the growing voices around the world to seek justice for Essex 39.

    News reports that relatives of those feared to be found dead inside the trailer are able to receive text message bidding goodbye and saying “her trip to a foreign land has failed”, and that many of the victims had left their homes and community paying huge amount of money to human traffickers are indicators how people in the poor countries are desperate to take chances to change for better their life situation.

    Migrante-Europe believes that migration is related to underdevelopment and poverty. Social and political injustice and economic inequality in the home country pushed many people to cross oceans and continents hoping that at the end of their journey a new hope and future will rise. The United Nations report on the number of international migrants globally reached an estimated 272 million in 2019, an increase of 51 million since 2010.

    In the Philippines, there are about 6,000 Filipinos leaving the country every day. Even though Filipinos share their intellectual gifts giving a substantial contribution to the economies of both the host and their home countries many still experience degradation, exploitation, suffering, and deaths. Chapter organizations of Migrante International from various countries and regions are challenged by issues confronting many Filipinos with contract violations such as Non-payment of salary, lack of benefits; mental and physical abuse, sexual harassment, rape and murder. ###

    ‘Tao Po’ tour in Rome a resounding success

    The Tao Po play was a resounding success with a big number in attendance that crowded the courtyard of the Basilica di San Silvestro in Capite, Piazza San Silvestro Rome last Thursday night, October 10, 2019.

    Tao Po, an award-winning play by theater actor and cultural activist Mae Paner – also known as ‘Juana Change’, gave life to four characters in separate monologues – a photojournalist, a Zumba instructor, a police officer/hit man, and an orphaned girl, whose lives have been gravely affected by the government’s war on drugs.

    According to the Philippine National Police (PNP), 22,983 deaths since the war on drugs began are classified as “homicides under investigation.” The exact number of fatalities is difficult to ascertain because the government has failed to disclose official documents about the drug war.

    Human rights groups assert that the death toll has surpassed 30,000 with many cases either perpetrated by undercover police officers or hitmen under police supervision.

    Victims’ mothers hands letter to Pope Francis

    Last Wednesday, October 9, the Tao Po Europe team, Rise Up members Marissa Lazaro who lost her 20 year old son Chris in 2017 and Katherine Bautista who found her 21-year-old son John in a Manila morgue in January 2017, joined a crowd who waited for the regular public audience of Pope Francis on the grounds of the Vatican, and successfully handed a letter to an aide of the Pope. The letter was a request to the Pope to pray for their sons and for all the victims of the drug war.

    Marissa and Katherine were both overwhelmed to see the Pope and have raised their hopes for justice because of this memorable encounter.

    Marissa Lazaro while holding her son’s photo faced the audience together with other panelists, Fr. Noel Rosas of the Order of Carmelites, Sr. Beth Pedernal of the Scalabrinian Missionaries, Rubilyn Litao of Rise Up, and Mae Paner of Tao Po, in a related open forum.

    For Sister Beth, Tao Po draws on compassion, that no one deserves to die without due process and was vocal in her advocacy to defend human rights, dignity, and justice.

    “It is always the poor who are the victims. If change is to be achieved, why not implement genuine land reform, and stop the forced migration of Filipinos? Justice for the poor!” said Father Noel Rosas.

    Noel Aragon from the Duterte group observed that the videos shown were pure propaganda against the Duterte administration and that it seems only the poor are being killed, that there are important facts which were not mentioned in the videos like the police forces who were also killed, the rape victims of drug addicts, and some well-to-do people who were also apprehended because of their involvement in drugs.

    Rubilyn Litao of Rise Up acknowledged that the previous administration was not able to address the drug problem, and it was a revelation for them from the church people that there are communities in the Philippines where the drug problem is rampant. So she invited everyone to the Tao Po call to become a venue to gather together for the common interest.

    Nardi Sabino also from Rise Up stressed that as long as the policy of liberalization of the government continues because of the country’s membership to GATT-WTO, the drug trade will continue, where imported goods freely pass through customs with fewer restrictions. But the question he said is do the killings resolve the problem on drugs? As long as the root causes of poverty are not addressed the poor will always be vulnerable to drugs.

    Ms. Mae Paner expressed her sadness over the black propaganda against her. Prior to the performance, in social media and facebook, some Duterte groups tagged her as a member of the CPP and a terrorist. She was called by many names. She stressed that she is an artist and a cultural activist. She’s here to show four narratives of four people who had been killed. The killings are real. Whatever person you are, an addict, or whoever, they deserve due process because they are human. So she’s knocking on our door. To open our minds and our heart.

    Mother Mary John Mananzan of the Benedictine Sisters also stressed that there is now an erosion of moral fiber in the Philippines. The lost of respect to people…to life… to the law (example of how Sereno was removed from office by the Supreme Court) …the lost of respect to the truth (the truth for many is actually fake news) and the loss of morality. It is beyond politics. We are being called to defend our dignity as human beings.

    Exhibit of Laundered T-shirts

    Another impressive part of the event prior to the performance was the exhibit of t-shirts with photos of the many victims who had been killed since the President took the office in 2016. It has attracted many passers-by. For those who were unable to watch ‘Tao Po’, the exhibit served as an eye-opener for those who didn’t know about the brutal killings in many parts of the country because of the drug war of the government.

    Indeed, the ‘Tao Po” performance in Rome was a resounding success. The organizers wish to thank the following for their presence and support: Director Bengie Vasquez, Mr. Romulo Salvador, Fr.     Tao Po Tour in Vienna, Austria

    The Tao Po performance had its run in Vienna, Austria yesterday, October 12 and was an also a great success and watched by more than a hundred people.

    Once again, Mae Paner, impressed the audience with her outstanding performance.

    In the interview today, October 13 by Ugnayan sa Himpapawid with Migrante Austria Chairperson Manuel Sarmiento, he said that the event there “was overwhelming!”. He said the big attendance was unexpected. He also said the panelists during the open forum were able to answer the questions raised by the Duterte groups.

    Sarmiento invited everyone to open their eyes, not to believe in fake news and to support the call to stop the killings in the Philippines and to end the drug

    War, which has victimized many innocent lives.

    Today at 3pm, the Tao Po Discussion will be held at Amerlinghaus, Stiffgasse, 1070 Vienna.

    In London, the United Kingdom, Tao Po will be staged at the Brunei Gallery, Lecture Theatre Hall, SOAS on Wednesday, October 16 from 18:00-20:00.

    In Germany, Tao Po will be shown on Monday, October 21 from 17:00-19:00 in RaumerstraBe 16, 10437 Berlin, Deutschland.

    Tao Po is truth knocking your door

    After two extra-ordinary performances of Tao Po which were well received by big audiences in Geneva, Switzerland and Amsterdam, the Netherlands, the ‘Tao Po’ performance will be shown today in Rome, Italy.

    The most awaited ‘Tao Po’ will be staged in the historical center of Rome, in the courtyard of the Basilica di San Silvestro in Capite, Piazza San Silvestro 17A, today, Thursday, Oct. 10 at 7pm.

    ‘Tao Po’ is a play/monologue by award-winning theater actor and cultural activist Mae Paner also known as Juana Change, is about the untold heartbreaking stories behind the Duterte government’s “war on drugs.” Mae Paner gives life to four characters, in four separate monologues – a photojournalist, a ‘zumba’ dance instructor, an assassin and an orphaned girl.

    The play is followed by ‘Talk Back’ panel discussion and dialogue with the audience, artist and members of Rise UP for Life and for Rights and their stories and the quest for justice.

    In a radio interview of Ugnayan sa Himpapawid (wwwradiocittaperta.it) with Nardi Sabino of Rise Up and a team member of Tao Po Europe Tour, he said they hope to meet the communities who supported the Iceland resolution, and are eager to know how people will feel and respond to the call of the victims for justice after they watch Tao Po.

    In another interview with Ms. Paner, she stressed that it was her idea to produce a play in response to the issue of extrajudicial killings that are happening in relation to the war on drugs, and decided to make the play, with writer Maynard Manansala. Together, they joined the ‘night callers’, photojournalists who are covering the war on drugs and had seen the actual events. Through Rise Up they were able to interview the families of the victims.

    “We are hoping that many kababayans in Rome will watch Tao Po. It is high time for overseas Filipinos to know and understand what is really happening in our country and they need to know the truth about the war on drugs, after a number of the victims of the killings are families of migrant Filipinos”, said Umangat-Migrante chairperson Ed del Carmen.

    Umangat-Migrante, Gabriela Rome, Italy-Philippines Friendship Association, Migrante Europe and generous individuals sponsor the Tao Po performance in Rome.

    The Tao Po Europe Tour is a joint effort of Rise Up, Juana Change Movement and the International Coalition for Human Rights in the Philippines. Its showing is part of the Philippine Solidarity Month declared by the Europe Network for Justice and Peace in the Philippines.

    Sa pangunguna ng UMANGAT-MIGRANTE Rome ay naglungsad ito ng isang kilos protesta upang ipaabot ang pakikiisa sa Global Protest Against Duterte’s Dictatorship.

    Nilahukan ito ng ibat-ibang mga organisasyon ng Migrante sa Roma, Italya na mahigpit na nakikiisa para ipanawagan ang pagwawakas sa pasistang pamamahala ng Rehimeng Duterte at pagpapatigil ng walang habas na pagpaslang at panggigipit sa mga kasapi ng mga progresibong organisasyon.

    Nirehistro din sa nasabing pagkilos ang mahigpit na pagkundena sa ginagawang pananakop ng bansang tsina sa mga islang nasasakupan ng ating bansa at ang pagkundena sa rehimeng duterte sa kainutilan nito sa paggigiit at pagtatanggol ng ating pambansang soberanya.

    Sa pagtatapos ay nanawagan din ang mga nagprotesta ng pagsusulong at pagpapatupad ng tunay na reporma at pambansang industriyalisasyon sa ating Bansa at pagwawakas sa Labor Export Policy ng rehimen.
