    Migrante-Europe condemns in the strongest terms US aggression against Iran and Iraq. The assassination of a top Iranian general and Iraqi militia commander Qasem Soleimani, while in Baghdad International Airport, go against international law. The airstrike is a criminal act, sanctioned by the criminal-in-chief US President Donald Trump.

    Trump hopes that a war with Iran will divert public attention away from the impeachment complaint and help boost his chances in the November presidential elections. Trump thinks that a war with Iran will work in his favor. He overestimates US capacity and grossly underestimates global resistance to US imperialism.

    US aggression in Iran destabilizes the region and threatens the people, including Filipino overseas workers. Oil prices are also expected to rise as a result of tensions in the region. The US aims to pursue its imperialist agenda of dominating the region by attacking all forces and nations opposed to US hegemony. It has long engaged in provocations against Iran and has now upped the ante by embarking on naked armed aggression.

    We call on all chapters of Migrante Europe to join and/or organize protests against US armed aggression in the Middle East. The rising tensions threaten the safety of our countrymen. Targeted international assassinations can never be an acceptable tool of foreign policy. The US must be held account for its criminal acts.

    Migrante-Europe verurteilt die US-Aggression gegen den Iran und den Irak auf das Schärfste. Die Ermordung eines iranischen Spitzengenerals und des irakischen Milizkommandanten Qasem Soleimani, während sie sich auf dem internationalen Flughafen von Bagdad aufhielten, verstoßen gegen das Völkerrecht. Der Luftangriff ist eine kriminelle Handlung, die vom kriminellen Oberboss der USA, Donald Trump, angeordnet wurde.

    Trump hofft, dass ein Krieg mit dem Iran die öffentliche Aufmerksamkeit von der Anklage auf Amtsenthebung ablenken und seine Chancen bei den Präsidentschaftswahlen im November erhöhen wird. Trump glaubt, dass ein Krieg mit dem Iran zu seinen Gunsten arbeiten wird. Er überschätzt die Kapazität der USA und unterschätzt den weltweiten Widerstand gegen den US-Imperialismus gewaltig.

    Die US-Aggression gegen den Iran destabilisiert die Region und bedroht das Volk, einschließlich der philippinischen Migranten. Es wird auch erwartet, dass die Ölpreise infolge der Spannungen in der Region steigen werden. Die USA wollen ihre imperialistische Agenda, der Beherrschung der Region, fortsetzen, indem sie alle Kräfte und Nationen angreifen, die gegen die US-Hegemonie sind. Sie haben lange Zeit Provokationen gegen den Iran unternommen und haben nun den Einsatz durch ungeschminkt bewaffnete Aggressionen erhöht.  

    Wir rufen alle Gruppierung von Migrante-Europe auf, sich an den Protesten gegen die bewaffnete US-Aggression im Nahen Osten zu beteiligen und/oder diese zu organisieren. Die steigenden Spannungen bedrohen die Sicherheit unserer Landsleute. Gezielte internationale Attentate können niemals ein akzeptables Instrument der Außenpolitik sein. Die USA müssen für ihre kriminellen Handlungen zur Rechenschaft gezogen werden.

    Migrante-Europe condona en los términos más fuertes la agresión estadounidense contra Irán e Irak. El asesinato del principal general iraní y el comandante de la milicia iraquí Qasem Soleimani, mientras se encontraba en el aeropuerto internacional de Bagdad, va en contra del derecho internacional. El ataque aéreo es un acto criminal, ordenado por el presidente  estadounidense Donald Trump.

    Trump espera que una guerra contra Irán distraera la atención pública que enfrenta sobre el proceso de destitucion  y asi  aumentar sus posibilidades en las elecciones presidenciales de noviembre. Trump cree que una guerra contra Irán funcionará a su favor. Sobreestima la capacidad de Estados Unidos y subestima enormemente la resistencia global al imperialismo estadounidense.

    La agresión estadounidense en Irán desestabiliza la región y amenaza a la gente, incluidos los trabajadores filipinos en el extranjero. También se espera que los precios del petróleo aumenten como resultado de las tensiones en la región. Estados Unidos aspira a seguir su agenda imperialista de dominar la región atacando a todas las fuerzas y naciones opuestas a la influencia de poder estadounidense. Durante mucho tiempo se ha involucrado en provocaciones contra Irán y ahora ha subido la apuesta al embarcarse en una agresión armada.

    Hacemos un llamado a todos los capítulos de Migrante-Europe para que se unan y / o organicen protestas contra la agresión armada de Estados Unidos en el Medio Oriente.     Migrante-Europe veroordeelt in de sterkste termen Amerikaanse agressie tegen Iran en Irak. De moord op een vooraanstaande Iraanse generaal en een Iraakse militie-commandant Qasem Soleimani, terwijl hij op de internationale luchthaven van Bagdad was, druist in tegen het internationale recht. De luchtaanval is een criminele daad, in opdracht van  de Amerikaanse  president Donald Trump.

    Trump hoopt dat een oorlog met Iran de publieke aandacht van de beschuldigingsklacht zal afleiden en zijn kansen bij de presidentsverkiezingen in november zal vergroten. Trump denkt dat een oorlog met Iran in zijn voordeel zal werken. Hij overschat de Amerikaanse capaciteit en onderschat grof het wereldwijde verzet tegen het Amerikaanse-imperialisme.

    Amerikaanse agressie in Iran destabiliseert de regio en bedreigt de mensen, inclusief Filippijnse buitenlandse arbeiders. De olieprijzen zullen naar verwachting ook stijgen als gevolg van spanningen in de regio. De Amerikanen willen hun imperialistische agenda van domineren van de regio nastreven door alle troepen en naties aan te vallen die tegen de Amerikaanse invloed van macht zijn. Het is al lang betrokken bij provocaties tegen Iran en heeft nu de lat hoger gelegd door zich te richten op  gewapende agressie.

    We roepen alle hoofdstukken van Migrante-Europe op om deel te nemen aan en / of protesten te organiseren tegen Amerikaanse gewapende agressie in het Midden-Oosten. De stijgende spanningen bedreigen de veiligheid van onze landgenoten. Gerichte internationale moorden kunnen nooit een acceptabel instrument van buitenlands beleid zijn. De Verenigde Staten van Amerika moet verantwoordelijk worden gehouden voor zijn criminele handelingen.

    Migrante-Europe condanna nei termini più netti l’aggressione degli Stati Uniti contro l’Iran e l’Iraq. L’assassinio del generale iraniano di alto rango e comandante della milizia irachena Qasem Soleimani, mentre si trovava all’aeroporto internazionale di Baghdad, va contro il diritto internazionale. L’attacco aereo è un atto criminale, autorizzato dal “criminale in capo” presidente degli Stati Uniti Donald Trump.

    Trump spera che una guerra con l’Iran distolga l’attenzione dell’opinione pubblica dalla denuncia di impeachment e contribuisca ad aumentare le sue possibilità alle elezioni presidenziali di novembre. Trump pensa che una guerra con l’Iran andrà a suo favore. Egli sopravvaluta la capacità degli Stati Uniti e sottovaluta grossolanamente la resistenza globale all’imperialismo statunitense.

    L’aggressione statunitense in Iran destabilizza la regione e minaccia la popolazione, compresi i lavoratori filippini all’estero. Si prevede anche che i prezzi del petrolio aumenteranno a causa delle tensioni nella regione. Gli Stati Uniti mirano a perseguire il loro programma imperialista di dominare la regione attaccando tutte le forze e le nazioni che si oppongono alla loro egemonia. Da tempo si sono impegnati in provocazioni contro l’Iran e ora hanno alzato la posta in gioco con un’aperta aggressione armata.

    Migrante-Europe condamne de la manière la plus ferme l’agression américaine contre l’Iran et l’Irak. L’assassinat du général iranien de haut rang et commandant de la milice irakienne Qasem Soleimani, alors qu’il se trouvait à l’aéroport international de Bagdad, est une violation du droit international. Cette frappe aérienne constitue un acte criminel, autorisé par le “criminel en chef” président des Etats-Unis Donald Trump.

    Trump espère qu’une guerre contre l’Iran puisse détourner l’attention du public de la procédure de mise en accusation et contribuer à accroître ses chances aux élections présidentielles de novembre. Trump pense qu’une guerre avec l’Iran jouera en sa faveur. Il surestime la capacité des Etats-Unis et sous-estime grossièrement la résistance mondiale à l’impérialisme américain.

    L’agression américaine en Iran déstabilise la région et menace le peuple, y compris les travailleurs philippins à l’étranger. On prévoit également une augmentation du prix du pétrole comme conséquence des tensions dans la région. Les Etats-Unis visent à poursuivre leur programme impérialiste de domination de la région en attaquant toutes les forces et nations opposées à l’hégémonie étasunienne.     Mahigpit na kinukondena ng Migrante Europa ang ginawang agresyon ng US laban sa bansang Iran at Iraq. Ang pamamaslang sa mataas na heneral na Iraniano at kumander ng milisyang Iraqi na si Qasem Soleimani habang nasa International Airport ng Baghad, ay paglabag sa mga umiiral na internasyunal na batas. Ang pambobomba at pag-atake ay isang aktong krimen, na ipinag-utos ng punong-kriminal na si pangulong Donald Trump.

    Migrante-Europe Supports the Resumption of Peace Talks!

    The recommendation of both panels of the Government of the Republic of the Philippines (GRP) and the National Democratic Front of the Philippines (NDFP) to their respective principals and the subsequent declaration of a ceasefire of the NDFP and the GRP on Christmas season is significant news to all peace loving people. This temporary silencing of guns of the warring parties fighting for more than a half century is a confidence building measure to resume the peace talks that was stalled for more than two years now. 

    For the land-based and the sea-based Filipino migrant workers, the resumption of peace talks between the GRP and the NDFP is a new hope that the New Year could bring to the Filipino people. 

    Migrante-Europe firmly believe that the continuation on the discussion of the Comprehensive Agreement on Socio-Economic Reforms will truly address the many issues, particularly landlessness and job opportunities and security of tenure, that pushed the thousands of Filipino workers to leave their family and community to work abroad everyday. 

    Land-based and sea-based Filipino migrants are like the shepherds in the nativity. They are set apart and separated away from their families, spending a long time away from home. The migrant workers have very important roles in the host country. They bring things and work on the things that the peoples of the world need. The financial remittances of the migrant workers to the home country are significant for the local economy to survive. Without the migrant workers, the global economy will not work. Unfortunately, while the Philippine government regards the migrants as “modern-day heroes”, they are treated as milking cows with the imposition of exorbitant fees and other state exaction fees. Today, there are growing numbers of migrant workers around the world that are victims of human trafficking, suffering from maltreatment of employers, detained in prison overseas and are crying out loud for support from the Philippine government.

    Migrante-Europe fully supports the resumption of peace talks. We look at the peace negotiations as venue to comprehensively address the root causes of the armed conflict and lay the common ground to resolve the issues of landlessness, social injustices, economic poverty, forced migration among others confronting the majority of the Filipino people. 

    We call on the GRP and the NDFP to be faithful to the intents and purposes of its ceasefire declaration and to give peace a chance. 

    We appeal to the Filipino people in the home country and abroad to support the ceasefire between the GRP and the NDFP and to join the growing voices calling for the resumption of the peace negotiations.

    Migrants, refugees and displaced peoples in Europe stand united!

    The cases of abuse and exploitation of Filipino migrants all over the world continues to increase, so we must be more resilient and more united in action.Joanna Concepcion, Chairperson of Migrante-International

    As the global economic crisis boils up, the ruling powers are aggressively bolstering the oppressive social order that afflicts the majority of the masses as in the case with the recently concluded UK elections. Gary Martinez, a UK based migrant’s advocate lamented that “the year maybe changing, but the situation of migrants, refugees and other displaced people and their families are not changing because of stricter immigration laws not just  in the UK but in the rest of Europe.” Cora Espanto, the president of Migrante in The Hague and a survivor of modern-day-slavery agrees with that statement and adding that “Filipinos in diaspora must be united in standing up against anti-migrant rhetoric and policies not just in Europe but in the whole world.” Umangat-Migrante Rome chairperson, Enrelito del Carmen and Victor Salloman a member, continues to call for the regularization of irregular migrants in Europe.

    Individuals and groups of people are further forced to leave their homes due to economic hardships, environmental degradation and/or armed conflicts to become migrants, refugees or displaced peoples.

    In the Philippines, we find the puppet US-Duterte regime is finding pleasure in its harlotry with imperialist rivals China and the United States. Continuing plunder of our country’s resources and violation of our economic rights, the Filipino people, including those in diaspora in Europe, has build stronger unity with other oppressed people of the world to resist the imperialist aggression of the US and China. The impoverishment of the Filipino people is aggravated through various neoliberal schemes like the TRAIN law, state exactions on OFWs, contractualization, rice liberalization law, and the further institutionalization of the government’s labour export program through the impending creation of the Department of Overseas Filipinos.  

    Moving to quash the waxing outcry of resistance from Filipino migrants across Europe, the US-Duterte regime institutionalized Fascist tyranny through the formation of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) in accordance with Executive Order 70. The Whole-of-Nation-Approach allows AFP and PNP to muster all government resources and institutions to impose state terror not only in the mother land but also where Filipinos reside in Europe. We have witnessed in Italy, The Netherlands, Germany, Sweden and other European countries how the NTF-ELCAC has wasted our remittances and our people’s taxes by recruiting “spies” amongst our ranks. We continue to remind the different Philippine embassies and consulates that they have the responsibility to help all Filipinos in need regardless of status. 

    Contributing to the global fight against fascism, nazism and neoliberalism as what we are seeing in the broad mass actions in France, Chile, Colombia, Bolivia, Haiti, Lebanon and in many other parts of the world is fundamental to our national democratic experience in the Philippines. The presence of organized Filipinos overseas plays a significant role in exposing the crimes of the US-Duterte regime before the international community. Only Duterte’s ouster and the complete overthrow of feudalism, bureaucrat capitalism and imperialism shall give deliverance to the Filipino people from perdition. 

    The International Migrants’ Day is the day when we glorify and honor our fellow Filipino migrants and their allies who claimed this day in 1997 as “The International Day of Solidarity for Migrants.” The UN recognition and designation of this day only happened in the year 2000. Member organizations of Migrante-Europe from Austria ; Belgium ; Denmark ; France ; Germany; Greece; Iceland; Ireland; Italy, The Netherlands, Norway; Russia; Spain; Sweden; Switzerland; United Kingdom; and many more will participate in different actions as part of its solidarity work with other migrant groups. Migrante-Europe salutes all progressive Filipinos in diaspora, our families and our allies in our strong resolve to build a strong movement not only in the Philippines but in the entire world.

    As we commemorate the International Human Rights Day, we view with deep concern the rapid deterioration of the human rights situation in the Philippines. We are witnessing how far the country has regressed in terms of upholding, respecting, and protecting people’s rights,

    This situation is aptly described by Karapatan saying: “There is a human rights crisis in the country. Regardless of the denials and legal acrobatics by the Duterte government, it has made its mark as a murderous regime that disregards people’s rights. This government’s record is besmirched with blood, with thousands killed in the sham drug war and counterinsurgency program, thousands displaced by bombings and militarisation, hundreds arbitrarily detained and filed with trumped-up charges, and thousands more harassed, red-tagged, and threatened for their activism.”

    In its 12 December report Karapatan said: “on top of the thousands killed in the drug war, the group has documented 293 political killings – 167 of which are human rights defenders. At least 204 were tortured, 429 were victims of frustrated extrajudicial killings, 11 were forcibly disappeared, and 94,075 were threatened and harassed. It is also under Duterte that the number of political prisoners in the country have sharply risen. Having arrested 382 of the 629 political detainees in the country, the Duterte government is responsible for the unjust incarceration of more than half of political prisoners in the country.”

    Duterte’s hand in the rampant violations perpetrated under his term is evident. This is made clear with the barrage of repressive policies that is meant to justify repression and funnel State resources to silence critics.

    Among the foremost repressive policies on Duterte’s playbook are its sham drug war, its counterinsurgency program Oplan Kapanatagan, martial law in Mindanao, Memorandum No. 32, and its new task force for harassing legal organisations, the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) created by Executive Order No. 70 (s2018).

    On the other hand, the Tao Po performance in Vienna, Austria last October 12 and was a great success and watched by more than a hundred people. The event “was overwhelming!”, the big attendance was unexpected. Day after the event of Tao Po a successful followed up discussion was be held at Amerlinghaus, Stiffgasse, 1070 Vienna, that led to the formation of temporary steering committee for Rise UP for Life-Austria.

    More so, on 20 November 2019, Migrante Austria submitted and open letter to President Duterte via the office of Ambassador Maria Cleofe Natividad. And on the same day at 5-7pm, members of Migrante Austria and its allied organisations held protest rally near the office of the Philippine Embassy at Donau City, Vienna.

    The open letter/protest rally demanded President Duterte to :

    • stop the war waging against the Filipino people!
    • to kill poverty – not the poor and those who
    • defend them!
    • listen and act on the decades-long call of
    • Filipinos for genuine social reforms and respect
    • for human rights!

    A further development took place in the 2nd Migrante Europe Congress in Como, Italy last 8 December 2019. Bishop Antonio Ablon, President of Mindanao Bishops Conference, agreed to be the guest speaker of a round table discussion here in Vienna on 19 January 2020, 5-7pm on the impact of the gross human rights violations in the Philippines on the marginalised sectors of our society, ie, Lumads, etc.

    Thus, the steering committee of Rise up for Life and Migrante Austria in its meeting last 11 December 2019 recommended the formation of Austrian Network for Justice & Peace in the Philippines (ANJPP) whose objectives are:

    • Raise awareness in Austria about the situation in the Philippines
    • Organise and participate in activities in support of the Filipino people’s rights and democratic aspirations
    • Condemn the intensifying killings, repression and other human rights violations in the Philippines
    • Stop the support of the government of Austria to the repressive Duterte government.

    Furthermore, we call all churches to unite against the oppressive measures of the Duterte regime against critics. It is our moral obligation to oppose the killing of human beings and to defend the defenders.

    Let our prayers be put into action and let us “Be alert and of sober mind. Your enemy the devil prowls around like a roaring lion looking for someone to devour” as stressed in 1 Peter 5:8. Within this troublesome tide, the church people must continue to give witness to our faith and march forward in defense of the Filipino people’s common values and aspirations for human dignity, justice and peace.

    Tao Po is truth knocking your door

    After two extra-ordinary performances of Tao Po which were well received by big audiences in Geneva, Switzerland and Amsterdam, the Netherlands, the ‘Tao Po’ performance will be shown today in Rome, Italy.

    The most awaited ‘Tao Po’ will be staged in the historical center of Rome, in the courtyard of the Basilica di San Silvestro in Capite, Piazza San Silvestro 17A, today, Thursday, Oct. 10 at 7pm.

    ‘Tao Po’ is a play/monologue by award-winning theater actor and cultural activist Mae Paner also known as Juana Change, is about the untold heartbreaking stories behind the Duterte government’s “war on drugs.” Mae Paner gives life to four characters, in four separate monologues – a photojournalist, a ‘zumba’ dance instructor, an assassin and an orphaned girl.

    The play is followed by ‘Talk Back’ panel discussion and dialogue with the audience, artist and members of Rise UP for Life and for Rights and their stories and the quest for justice.

    In a radio interview of Ugnayan sa Himpapawid (wwwradiocittaperta.it) with Nardi Sabino of Rise Up and a team member of Tao Po Europe Tour, he said they hope to meet the communities who supported the Iceland resolution, and are eager to know how people will feel and respond to the call of the victims for justice after they watch Tao Po.

    In another interview with Ms. Paner, she stressed that it was her idea to produce a play in response to the issue of extrajudicial killings that are happening in relation to the war on drugs, and decided to make the play, with writer Maynard Manansala. Together, they joined the ‘night callers’, photojournalists who are covering the war on drugs and had seen the actual events. Through Rise Up they were able to interview the families of the victims.

    “We are hoping that many kababayans in Rome will watch Tao Po. It is high time for overseas Filipinos to know and understand what is really happening in our country and they need to know the truth about the war on drugs, after a number of the victims of the killings are families of migrant Filipinos”, said Umangat-Migrante chairperson Ed del Carmen.

    Umangat-Migrante, Gabriela Rome, Italy-Philippines Friendship Association, Migrante Europe and generous individuals sponsor the Tao Po performance in Rome.

    The Tao Po Europe Tour is a joint effort of Rise Up, Juana Change Movement and the International Coalition for Human Rights in the Philippines. Its showing is part of the Philippine Solidarity Month declared by the Europe Network for Justice and Peace in the Philippines.

    This election is dirty, as dirty as the mouth of Duterte!

    The Migrante in Austria adds its voice to expresses disgust to the conduct of the 2019 election. Reports have reached us of dubious technical glitches, a portent of the Duterte administration’s evil maneuvering. There was a 7-hour lull in showing the public the result of the computerized counting. But when the COMELEC presented the result, early morning of on Tuesday, May 14, they showed a 92.89 percent completion of counting only to show an hour later a 49.76 percent completion. There are other reports of technical glitch. More than 1,600 SD cards were found defective at the time of election. Also, there are 961 vote-counting machines reported defective.

    
Social media accounts of our families and friends who participated in the last election have posted their grievances. One of the trends of grievances is a report that they received the election ticket but it reflects the candidate they did not vote for. Another is of report that the party-list they have elected reflected zero-votes on the precincts where they casted their vote.


    Within the constitutional framework, it is through the election, as a democratic process that the choices of the people to leadership post are registered and heard. It has an element of sanctity because what makes a human is their right to self-determination, and exercise of free-will. Such reports of election rigging are a denial of the Filipino people’s right to participate in this democratic process. We will not let this pass sitting down. For many OFWs like us here in Austria and Hungary, election is the tool and mechanism to speak and be listened upon. We desire meaningful change in a hope that one of these days we can confidently go back home assured of food on our tables, free medical services for our aging parents, and free education for our young ones, exactly the very pretexts of our migration.

    
It is not hard to imagine who is the hand in all of this. Duterte himself reveals himself the master of divisiveness and confusion, and of thievery and murder. He allied himself with criminals and thieves like Imee Marcos, Bong Revilla, Jinggoy Estrada, among others whose Philippine courts of justice have not cleared of graft and corruption charges. He surrounds himself with blood-thirsty yes-men like Bato dela Rosa, Bong Go, Albayalde among others. His core is also revealed by whom he disenfranchised. He halted the peace talks between GRP and NDFP. He launched fake news portals red tagging human rights workers. He killed the dissenting farmers, indigenous peoples, and church people. Those are portentious of election fraud.


    The blatant use of government resources to campaign for Duterte’s candidates was coupled with dispatching AFP and PNP to terrorize and harass voters, volunteers and progressive organizations campaigning for Makabayan partylists and candidates. Scores of our Makabayan coordinators and campaigners were illegally arrested and killed during the campaign period. This is aim to ensure that no progressive party lists under Makabayan will not get sufficient votes to garner seats in Congress.


    On the day of election, the PNP themselves distributed newspapers 
containing black propaganda against senatorial candidate Neri Colmenares and the Makabayan bloc was a flagrant violation of Election laws.These reveals the kind of man Duterte is. In an attempt to consolidate and monopolize power he resorted to rigging the election. But it is self-serving and only perform to heed the interest of China and the US, to the detriment of the Filipino people whose suffering, and murder has become a normal course in life. No wonder that after the initial result has been counted, many in the Philippines have searched (through google) for places to migrate.


    We cannot accept the process and result of this election. This election is dirty, as dirty as the mouth of Duterte. We are joining in the clamour for truth. We add our voices of dissent because the Filipino people and their constitution has fallen victim once again, for many times over to the criminal Duterte administration. We are refusing to be victims this time. We demand accountability.


    Furthermore, Migrante Austria will continue to oppose the regime’s state exactions and labor export program. We will also continue to campaign for the Peace Talks being pursued by the National Democratic Front of the Philippines (NDFP) to address the issues on CASER (Comprehensive Agreement on Social and Economic Reforms) especially the genuine agrarian land reform and national industrialisation. We shall also press on in demanding decent jobs and secured lives back home.


    Our defense of democratic rights does not end after the casting of our ballots. We will pursue strengthening the will of the Filipino to fight for full national independence, democracy, development through genuine agrarian land reform, national industrialisation, social justice and cultural progress. Further, fostering the solidarity and mutual support between the Filipino people and other peoples to unite in defeating and resisting Duterte’s tyranny!

    Migrante Europe joins the global protest to condemn the barbaric killings of 14 farmers during the pre-dawn raids of Philippine National Police in Canlaon City and Manjuyod and Sta. Catalina towns in Negros province last Saturday 30 March 2019.

    No one deserves to be killed in such a barbaric, inhuman and perverted manner! Not to these helpless poor farmers! We demand an immediate independent investigation and immediate freedom for those arrested! 

    Among the victims of the bloody massacre were Edgardo Avelino, 59, farmer, a resident of Sitio Carmen, Brgy. Panubigan, and chairperson of Hukom (Hugpong Kusog Mag-uuma sa Canlaon); his younger brother Ismael Avelino, 53 habal-habal (tricycle) driver, a resident of Sitio Carmen, Brgy. Panubigan and a member of Hukom and the Nagahuisang Mag-uuma sa Panubigan Namapa; Melchor Pañares, 67, farmer, a resident of Sitio Tigbahi, Brgy. Bayog; and his son Mario Pañares, 46, also a farmer; Rogelio Ricomuno, 52, farmer, a resident of Sitio Manggata, Brgy. Masulog-1; Ricky Ricomuno, 28, farmer; Gonzalo Rosales, 47, farmer and a resident of Proper Brgy. Pula; and Genes Palmares, 54, farmer, a resident of Proper Brgy. Aquino.

    Habal-habal driver and peasant leader Franklen Lariosaand Anoj Enojo Rapada were killed in Sta. Catalina town. In Manjuyod,among those killed were Velentin Acabal of Brgy. Kandabong and Sonny Palagtiw of Brgy. Pansiao, both barangay captains in their villages; Steve Arapoc and Manulo Martin.

    Fifteen others were arrested, including local Gabriela leader Corazon Javier, and Azucena Garubat, treasurer of Nagahuisang Mag-uuma sa Panubigan.

    But in interviews with human rights workers, the families of the killed and arrested described scenes like what Metro Manila’s poor have witnessed in three years of President Rodrigo Duterte’s harsh crackdown on street peddlers and users of narcotics.

    Police officers had their faces covered and, in at least one attack, wore eye shades in the dead of night. They ordered other people out of their homes. Suspects were already cornered, unarmed, and then shot dead as soon as kin were out of sight.

    The husband of the arrested treasurer of Nagahuisang Mag-uuma sa Panubigan, Azucena Garubat, claimed cops planted two grenade launchers in their home. The local office of rights group Karapatan gave ABS-CBN News access to their notes.

    San Carlos Bishop Gerardo Alminaza, whose diocese covers the affected towns, said some of those killed belong to the church’s mission station in Masulog. A lay minister of Canlaon parish was among those arrested and some were not shown warrants.

    End the harassment, persecution, illegal arrest and killing of human rights defenders, organized farmers and workers. Immediate freedom for those illegally arrested! 

    The crackdown against farmers under Duterte government intensifies.

    More than 50 human rights defenders – mostly peasants or indigenous persons – have been killed since President Duterte assumed office in June 2016.

    On August 23, 2017, Mr. Roger Timboco, a member of the peasant group KAMMAO (Kahugpungan sa mga Maguuma sa Maco ComVal), was shot dead in Mawab, Compostela Valley. Four days later, a member of Abante, a local organization of small-scale miners, Mr. Lomer Gerodias, was shot dead in Maragisan, also in Compostela Valley. Both killings were believed to have been carried out by Philippines soldiers and two others, Mr. Jezreel Arrabis and his wife Ms. Delia Arrabis, both members of the Farmers Association in Davao City on September 2, 2017.

    In October 2018, armed men opened fire on a group of sugar cane farmers who were occupying part of the plantation in the city of Sagay, Negros Occidental killing nine, and then set three of the bodies on fire. Those who were killed were members of a farmer’s union, the National Federation of Sugarcane Workers; among them were three women and two minors.

    The “Sagay 9” massacre was the eight massacres under the Duterte government, according to the Kilusang Magbubukid  ng Pilipinas (Peasant Movement of the Philippines). This horrifying incident brought the number of farmer victims of extrajudicial killings in the Philippines in the last two and a half years to 172, 109 of whom were victims of extrajudicial killings related to land struggles and conflicts. Thirty-three of the 109 were killed in 2018, making the Philippines the deadliest country in the world for people fighting for their right to land and resources.

    Migrante Europe calls on Comelec and embassies to adopt personal voting by overseas Filipino workers

    The postal voting to be implemented by the COMELEC for overseas Filipino workers in Europe during the Mid-Term Election is strongly protested by Migrante Europe.

    According to the communications received by Migrante Europe chapters and members from the Philippine embassies and consulates, they shall adopt postal voting. There will be no personal voting for the purposes of the 2019 National Elections for senators and party-list representatives.

    Postal voting for overseas Filipino workers is a procedure whereby ballots are sent by postal mailing to the voters and returned by post, in contrast to voters who are voting in person at a polling center or electronically via an automated election system.

    “This new voting policy and procedure by the COMELEC may result in disenfranchisement and nonparticipation of thousands of registered Filipino voters in Europe,” lamented by Fr. Herbert Fadriquela Jr., chairperson of Migrante Europe.

    According to Republic Act No. 9189, Sec. 2 – “It is the prime duty of the State to provide a system of honest and orderly overseas absentee voting that upholds the secrecy and sanctity of the ballot. Towards this end, the State ensures equal opportunity to all qualified citizens of the Philippines abroad in the exercise of this fundamental right.”

    “Many registered voters don’t have stable addresses and there is no guarantee that they will receive their ballots, or if the returned ballots will be received by the embassies or consulates. We are appealing to the COMELEC and to the Duterte government for Filipinos to be given an option to get their ballots from the embassies and to adopt as well the personal voting of migrant Filipinos in Europe;” said Rhodney Pasion, Europe Electoral Campaign Coordinator. 

    Meanwhile, Migrante Europe chapter in Northern Italy had a positive dialogue with the Philippine Consulate in Milan last Sunday, 31 March 2019 regarding electoral concerns.  The April 5 deadline for the submission of forms for the overseas absentee voter who changed their addresses was prolonged until April 15. For those who request to get their ballots from the embassy/ consulate, it was extended until April 30.

    To guarantee the transparency, accessibility, and accountability of the 2019 national elections, the following are the demands of Migrante Europe:

    • An option to vote by allowing personal voting to the polling centers

    • An option to receive the ballots by allowing to get it at the respective embassies and consulates.

    • Satellite voting centers 

    • Immediate notification related to absentee voting including the arrival of ballots.

    “We call on the Commission on Elections and the Duterte government to address this urgent issue on ‘voter disenfranchisement’.” If the government is sincere to promote the active participation of the broadest number of Filipino overseas workers in the national elections, personal voting of OFWs should be adopted during the Overseas Absentee Voting to start on April 13-May 13, 2019,” concluded by Fr.     For a Europe of Struggle and Solidarity

    1st May, the International Workers Day, is not just a day to remember the past century’s achievements of the worker’s movement. More than 130 years after the worker’s revolt in Chicago, the realization of labour rights and social justice remains at the heart of our struggle and is a contemporary and urgent concerns.

    The European Treaties adulate the market, austerity and neoliberal policies, breaking down workers’ conquests and attempt to diminish their victories by reducing pay, contributing to deteriorating working conditions, weakening collective bargaining and limiting workers’ and trade union rights. Neoliberal structural and market reforms impose more flexibility in the interest of the employers, less workers’ protection and weakening the trade unions.

    The migrant workers and refugees suffer even more of the negative effects of the neoliberal policies as they are designed as scapegoating. This phenomenon aggravates racism and xenophobia within society which end up putting the working class against its own.

    We, as progressive and ecological forces from all around Europe, support the struggle of the working people and the unions against the neoliberal attacks, as we strive for a better future for all the world’s people.

    Workers and people need a Europe that abandons the profit-maximizing logic and puts people first. We need to start over on different bases and construct a Europe where solidarity trumps competition, and fundamental social rights trumps economic freedoms. Social dumping must end. Quality employment is necessary, not just minimum standards. Collective bargaining must be promoted and strengthened in order to increase wages and to improve working and living conditions.

    Building a fundamentally different Europe requires that the current austerity policies and military build-up be ended and replaced by an economic policy focusing on public investments for sustainable growth, ecological transition and quality jobs, and by policies supporting peoples’ rights in all aspects of everyday life.

    We will be present at activities and demonstrations on 1st May 2018. And we invite Trade Union representatives to participate actively in the next European Progressive Forum to be held from 9 to 11 November 2018 in Spain.

    Ipagtanggol ang ating karapatan, labanan ang pagbawi sa mga nakamit na tagumpay ng uring manggagawa !

    Ipinagdiriwang natin ngayong Mayo Uno ang Pandaigdigang Araw ng Paggawa. Ngunit ano nga ba ang esensya ng okasyong ito sa atin bilang mga manggagawang Pilipino na nasa labas ng bansa? Isa lamang ba itong pista opisyal sa ating kalendaryo? Sapat na ba ang pansamantalang tumigil sa ating pang-araw araw na nakagawian, ang paghahanapbuhay?

    Ang pagtakda ng pandaigdigang araw na ito noong 1904 ay hudyat ng patuloy na lumalaking bilang at tumitibay na organisadong pwersa ng uring manggagawa. Sa kanilang mala-aliping kundisyon sa paggawa nalilikha ang yaman sa lipunan. Ang mga tinatamasa nating mga karapatan at benepisyo sa kasalukuyan ay bunga ng mga napagtagumpayan mula sa kanilang sama-sama, militante , at buhay at kamatayang pagkikibaka. Mula sa 16 na oras bawat araw na paggawa ay nakamit ang walong oras bawat araw at iba pang mas makataong kundisyon sa paggawa.

    Ang Mayo uno ay isang simbolo ng organisado at mulat na manggagawa. Simbolo ito ng tagumpay ng uring manggagawa at buong mamamayan sa daigdig laban sa mga naghaharing uri at kapitalistang pagsasamantala. Makalipas ang mahigit isang daang taon, patuloy na nagiging napakahalaga ng simbolong ito, laluna sa harap ng matinding atake ng mga mapagsamantalang uri upang bawiin ang mga tagumpay na nakamit at ipatanggap ang di makatarungang kaayusan sa paggawa bilang normal na takbo ng ating pamumuhay sa lipunan.

    Hindi makatarungang tumanggap ng mababang sahod na di sapat sa ikabubuhay ng pamilya habang ang kapitalista’y walang lugar na mapagtapunan ng kanyang limpak limpak na tubo ! Hindi natin dapat tanggapin na normal ang kaayusan kung saan walang kapangyarihang panlipunan ang mga lumilikha ng yaman ng lipunan ! Habang ang mga kapitalista’t naghaharing uri ang syang nagdedesiyon ng ating kabuhayan at kinabukasan.
    Ang patuloy na pagtalikod ni Pangulong Duterte na pawiin ang kontraktwalisasyon ay isang halimbawa nito. Higit na kinakatigan niya ang sulsol ng mga kapitalista at burukrata na tuwirang nakikinabang sa mga anti-mangagawang mga batas at patakaran sa paggawa.

    Ang ipinatupad na Department Order 174 ng DOLE ay higit pang nagpapatibay ng kontraktwalisasyon sa bansa. Pinapatanggap na isang normal na kaayusan ang pagkamal ng labis na tubo ng mga kapitalista kung kaya’t tama lang tanggapin ang kompromisong ito. Naghuhugas kamay ang Pangulo sa pagpasa ng desisyon sa kongreso na kontrol ng mga kapitalista’t mapagsamantalang uri.

    Hindi kataka-taka na patuloy na nadaragdagan ang bilang ng mga mangagawang Pilipino sa ibayong dagat. Sa sitwasyong wala o kulang ang trabaho, patuloy din sa pagtaas ang halaga ng mga pangunahing bilihin tulad ng pagkain, tirahan, edukasyon, pagpapagamot, atbp. Sa ganitong kaayusan, ang pangingibang-bayan at ang pagbugaw ng gubyerno sa mga bansang nangangailangan ng murang lakas paggawa ay nagiging “normal” na kalakaran.

    Namamanhid na ba talaga at tanggap nang may di mabilang na kababayang malagay sa peligro ang buhay, tulad na lang ng nagaganap ngayon sa Kuwait ? Sa lumalalang relasyon ng dalawang bansa ay apektado ang mahigit 200 libong kababayan. Kailangan bang ulit ulitin ang kapalaran at karanasang sinapit ng kababayang tulad nina Joanna Demafelis, Dondon Lanuza, Flor Contemplacion, Mary Jane Veloso, at ng iba pa? Hanggang kailan tayo papayag sa kaayusang tayo’y mistulang produktong pinagkakakitaan ng gobyerno at ang katiting na serbisyong ating natatanggap-kung mayroon man-ay mga pamatid-uhaw lamang sa katarungang panlipunang matagal na nating inaasam?

    Ang mga ahensyang POEA, DOLE, OWWA, Overseas Filipino Bank katulong ang iba pang mga ahensya tulad ng DFA, DT, at DBM ang mga haligi ng pagpiga ng tubo mula sa “produkto” ng migrasyong Pilipino. Ito ang “normal” na kaayusang pilit ipinatatanggap sa atin ng kasalukuyan at mga nagdaang gobyerno.

    Ang POEA ang nagsisilbing “ligal” na recruiter , ang DFA at DT ang mga taga lako ng murang lakas paggawa, ang DBM ang arkitekto at tagaplano at ang OFBank ang taga likom ng kita. Ang OWWA ang tagabuhos naman ng malamig na tubig at tagapagbigay ng pag-asang may kapalit na serbisyo ang mga binayad at sakripisyong ginagawa ng ating mga kababayan. Lahat ng ahensyang ito’y nagsisistematisa sa paghuthot ng ganansya mula sa migrasyon.

    Hindi sinsero ang gobyerno ni Duterte na bigyan ng pangmatagalang solusyon ang problema ng migrasyon sa Pilipinas. Tinalikuran na niya ang pangakong pambansang industriyalisasyon, at nagsasariling patakarang panlabas. Binalahura ang usapang pangkapayapaan at binabalewala ang Comprehensive Agreement on Socio-Economic Reform (CASER) na naglalaman ng mga kongkretong hakbangin at repormang papabor sa naghihikahos na mamamayan.

    Ang atake sa paggawa at sa mga tagumpay na nakamit nito ay pandaigdigan sapagkat hindi nalilimitahan ang pag-ikot ng kapital sa iisang bansa lamang. Maging ang mga kapatid nating manggagawang Italyano ay hindi ligtas sa atakeng ito. Ang pleksibilisasyon sa paggawa na pangunahing nilalaman ng batas na Job’s Act , delokalisasyon ng mga pabrika, at malaganap na kontrol ng mga “kooperatiba” ay ilan lamang sa mga kongkretong pagbawi sa mga karapatan ng manggagawang Italyano .
    Isang malaking dagok ito sa mga manggagawa kung saan nakasaad mismo sa konstitusyon na, ang Italya ay isang demokratikong republika na itinatag sa paggawa.

    Ang soberanya nito ay nagmumula sa mamamayan na nagpapatupad nito sa lahat ng anyo nang naaayon sa konstitusyon (artikulo 1). Masahol pa, pinag-aaway ang mga lokal at mga dayuhang manggagawa sa pagpapatingkad ng razzismo.

    Higit kailanman ay kailangan ang mahigpit na pagkakaisa nating mga manggagawang Pilipino sa ibayong dagat sa pagtatanggol sa ating mga karapatan. Kasabay nito’y kailangan nating mapahigpit ang pakikipagkaisa sa kapwa nating manggagawang Italyano at iba pang lahi. Ipagtanggol natin ang nakamit nang mga karapatan sa paggawa Tutulan ang mga anti-manggagawang batas at patakaran ng gubyerno sa Pilipinas at Italya.

    Isulong ang ating karapatan sa sahod, benepisyo at makataong kundisyon sa paggawa.
    Bilang migranteng Pilipino sa ibayong dagat tungkulin nating suportahan ang pakikibaka ng mga kababayan sa loob ng ating bansa sa pagsusulong ng kanilang mga karapatan at kagalingan . Tungkulin din nating iugnay ito sa internasyunal na pakikibaka ng uring manggagawa sa buong daigdig. Sa ganitong paraan lamang natin malalabanan ang pag-atake sa paggawa at pagbawi sa mga nakamit na tagumpay nito.

    Mabuhay ang Uring Manggagawa sa Buong Daigdig !!! Mabuhay ang Migranteng Pilipino !!!
